Senior Site Quality Specialist

Position Overview
We are seeking an experienced Senior Site Quality Specialist to support a major aviation fuel receipt and storage upgrade project in Fort Myers, FL. This position will be responsible for daily on-site Quality Control inspection, surveillance, testing oversight, and implementation of the project Construction Quality Plan.
The ideal candidate will have extensive QA/QC experience within heavy industrial construction, with particular experience involving fuel storage tanks, process piping, welding, mechanical systems, and E&I installations.
Project Scope
The project includes construction and installation of:
- Two new 25,000-barrel aboveground vertical storage tanks constructed to API 650 requirements
- Deep foundations, secondary containment, and storm drainage systems
- New two-position truck offload rack
- Process piping and pumping systems
- Metering systems and tie-ins to existing controls and fire protection systems
- Associated civil, structural, mechanical, electrical, and instrumentation work
Responsibilities
- Implement and enforce the project Construction Quality Plan (CQP), work instructions, and Inspection & Test Plans (ITPs).
- Perform daily field inspections and quality surveillance for civil/earthwork, foundations, tank erection, welding, process piping, coatings, hydrostatic testing, and E&I installations.
- Verify compliance with project drawings, specifications, applicable codes, and airport authority requirements.
- Monitor and coordinate third-party testing, including geotechnical testing, concrete testing, and NDE/NDT activities.
- Identify nonconforming work and generate, track, and verify closure of nonconformance reports and corrective actions.
- Review WPS, PQR, and WPQ documentation and welding certifications.
- Perform quality checks related to material receipt, material management, measuring and test equipment, document control, and special processes.
- Compile and validate inspection reports, weld maps, NDE logs, hydrotest packages, as-built records, and final turnover documentation.
- Coordinate closely with construction management, engineering, subcontractors, and project quality personnel.
Qualifications
- High School Diploma/GED with 11+ years of relevant quality experience, OR
- Associate Degree in Engineering, Construction Management, Welding Technology, Nondestructive Examination, or related field with 9+ years of relevant experience, OR
- Bachelor's Degree in Engineering, Construction Management, Welding Technology, Nondestructive Examination, or related field with 7+ years of relevant experience.
- Heavy industrial or mechanical construction QA/QC experience required.
- Experience with bulk liquid storage, terminal piping, refinery, fuel storage, or aviation fueling facilities strongly preferred.
- Working knowledge of API 650/653, ASME B31.3, AWS D1.1, ASME Section IX, and NFPA 30/407.
- AWS Certified Welding Inspector (CWI) certification required.
- API 653/API 570, AMPP/NACE CIP Level 1+, ASNT NDT Level II, and OSHA 30 certifications are highly desirable.
- Strong analytical, problem-solving, technical writing, computer, and communication skills.
- Must be highly detail-oriented and comfortable working in an active construction environment.
- Must be able to pass required 10-year FBI criminal history and TSA security threat assessments to obtain an unescorted airport SIDA badge.
