Clearance: Requires an active DOD security clearance The Prospective Group (TPG) is seeking a Senior Risk Manager to support federal oversight of international visa sponsors under 22 CFR Part 62. This international visa program enables eligible foreign nationals to participate in educational and cultural exchange activities in the United States through approved sponsor organizations. The Senior Risk Manager will help design and operate a risk governance model that uses sponsor, participant-status, incident, complaint, monitoring, and corrective-action information to identify trends, prioritize oversight, and support defensible decision-making. This is an advisory and analytical role; it does not make visa, participant-status, enforcement, sanction, or designation decisions. This position is for a new business opportunity in the DMV area and is contingent upon contract award. Position Responsibilities: - Design, maintain, and refine a Comprehensive Risk Governance Model for international visa sponsor oversight.
- Analyze sponsor, participant-status, incident, complaint, monitoring, and corrective-action data to identify risk trends and oversight priorities.
- Develop risk indicators, sponsor profiles, scorecards, dashboards, and escalation recommendations.
- Prepare clear, audit-ready documentation that supports transparency, traceability, and repeatable review.
- Support compliance, monitoring, incident review, complaint review, corrective-action, designation, and redesignation workflows.
- Help ensure risk information is handled in accordance with privacy, security, records-management, and access-control requirements.
Quality Assurance - Support implementation of a Quality Assurance and Quality Control Plan aligned with ISO 9001:2015 principles, applying a Plan-Do-Check-Act approach to the review, acceptance, and continuous improvement of visa sponsor risk deliverables.
- Participate in two-tier review of risk products, checking requirements coverage, completeness, consistency, traceability, and readiness for submission.
- Establish and apply acceptance criteria and quality standards for sponsor risk indicators, scorecards, dashboards, and other international visa program oversight deliverables prior to production.
- Test and validate dashboard functions, calculations, filters, access controls, and data refreshes supporting visa sponsor and participant-status risk data.
- Document, assess, and track nonconformities and corrective actions affecting visa sponsor oversight products, ensuring root-cause analysis and verified closure.
- Maintain quality records and support recurring quality reviews, tracking timeliness, accuracy, completeness, and traceability of visa program risk deliverables.
Requirements: - Bachelor’s degree in a relevant field and 8–10+ years of experience in risk management, compliance, regulatory oversight, audit, internal controls, or program integrity.
- Experience supporting federal oversight, sponsor-based programs, or highly regulated operating environments.
- Knowledge of 22 CFR Part 62, international visa operations, participant welfare, sponsor compliance, or related visa program oversight.
- Experience developing or improving risk frameworks, scoring models, scorecards, dashboards, or governance processes.
- Ability to prepare concise, well-supported analyses and documentation for senior, technical, and compliance audiences.
- Preferred: experience with SEVIS or comparable participant/status tracking systems; advanced degree or risk/compliance certification such as CRMA or CCEP.
- International Visa Program Focus: The role supports responsible oversight of approved international visa sponsors by helping identify compliance, participant-welfare, program-integrity, and participant-status risks. Risk outputs are used to support prioritization and review; they are not automatic visa, enforcement, sanction, designation, or participant-status decisions.
