Job Description:

Are you an experienced Proposal Manager with a proven track record of leading complex, winning proposals? We are seeking a Senior Specialist, Proposal Management (Level 4) to lead cross-functional proposal teams in developing compliant, compelling, and competitive proposals supporting high-visibility government and defense-related opportunities.

This role is ideal for a strategic leader who thrives in deadline-driven environments and excels at bringing together diverse stakeholders to deliver exceptional proposal solutions.

Important Requirements

• Remote/hybrid employees must attend approximately two weeks of onsite training

Key Responsibilities

As the Proposal Management Lead, you will oversee the proposal lifecycle from capture planning through submission and post-proposal activities, including:

• Develop and execute proposal plans, timelines, budgets, and winning strategies.
• Transform capture strategies and win themes into effective proposal execution plans.
• Build, organize, and lead high-performing proposal teams consisting of subject matter experts and key stakeholders.
• Manage proposal resources, schedules, budgets, and deliverables to ensure successful execution.
• Lead proposal kickoff meetings and ongoing status meetings, ensuring team alignment and accountability.
• Collaborate closely with Capture Managers, Business Development, Engineering, Program Management, Pricing, and Executive Leadership.
• Tailor proposal processes and best practices to meet business objectives while maximizing efficiency and quality.
• Ensure proposal readiness and implementation of approved win strategies.
• Facilitate proposal reviews, including Pink Team, Red Team, Gold Team, Executive Reviews, and other gate reviews.
• Review proposal content for compliance, responsiveness, accuracy, and alignment with evaluation criteria.
• Support cost and pricing strategy development, including efforts focused on Price-to-Win objectives.
• Provide regular status updates, risk assessments, and resource recommendations to leadership.
• Manage sensitive information, including proprietary, classified, ITAR, EAR, customer-restricted, and firewalled content.
• Lead Best and Final Offer (BAFO) and Final Proposal Response (FPR) efforts when requested.
• Capture and implement lessons learned to continuously improve proposal performance.
• Deliver professional, compliant, error-free proposals within customer deadlines.

Required Qualifications

• Bachelors Degree and 6+ years of relevant proposal management experience, OR
• Masters Degree and 4+ years of relevant experience, OR
• 10+ years of related experience in lieu of a degree.
• Demonstrated success leading complex proposal efforts and cross-functional proposal teams.
• Strong ability to build relationships with internal stakeholders and external customers.
• Experience coordinating multiple priorities in large, matrixed organizations.
• Proven ability to meet aggressive deadlines and manage time-critical deliverables.
• Outstanding verbal, written, presentation, and communication skills.
• Strong leadership, collaboration, organizational, and problem-solving abilities.

Preferred Qualifications

• Experience within the Department of Defense (DoD), federal government contracting, or acquisition environment.
• Defense Acquisition University (DAU) certification.
• Experience managing competitive new-product-development proposals for government or prime contractor customers.
• Proposal management certifications such as APMP, Shipley, or equivalent.
• Advanced proposal management training (Shipley, SM&A, Lohfeld, or similar).
• Project Management Institute (PMI) certification.
• Graduate degree in a related field.
