Senior Property Manager - Affordable Housing

Location: Dorchester, MA

Compensation: $100,000-$115,000

Work Environment: Central Office-Based with Oversight of Two Affordable Housing Communities

A respected and growing affordable housing owner/operator is seeking an experienced Senior Property Manager to oversee a portfolio of affordable housing communities in the Roxbury area. This is an excellent opportunity for a proven affordable housing professional with strong operational, compliance, financial, and leadership experience.

The Senior Property Manager will oversee two affordable housing communities totaling less than 200 units while directly managing and mentoring three Property Managers. This role serves as a key member of the leadership team, ensuring portfolio performance, regulatory compliance, resident satisfaction, and staff development.

The ideal candidate will possess extensive experience in LIHTC, HUD, Section 8, affordable housing compliance, recertifications, budget management, occupancy performance, and team leadership.

Key Responsibilities

Property Operations & Portfolio Management

  • Oversee daily operations of a multi-site affordable housing portfolio.
  • Monitor occupancy, leasing activity, resident retention, and operational performance.
  • Ensure properties maintain high standards of safety, maintenance, curb appeal, and resident satisfaction.
  • Conduct regular inspections, operational reviews, and property audits.
  • Partner with maintenance and site teams to resolve property-related issues efficiently.
  • Identify and implement operational improvements that enhance portfolio performance.

Affordable Housing Compliance

  • Ensure compliance with all applicable affordable housing programs and regulatory requirements.
  • Oversee annual and interim recertifications.
  • Review resident files and documentation for accuracy and compliance.
  • Prepare for agency audits, physical inspections, management reviews, and reporting requirements.
  • Provide compliance guidance and training to site staff.
  • Maintain current knowledge of affordable housing laws, regulations, and best practices.

Leadership & Team Development

  • Directly supervise and mentor three Property Managers.
  • Conduct performance management, coaching, and professional development activities.
  • Foster a culture of accountability, customer service, and operational excellence.
  • Support recruiting, onboarding, and training initiatives as needed.
  • Collaborate with senior leadership to achieve portfolio objectives.

Financial Management

  • Develop and manage operating budgets.
  • Review monthly financial reports and performance metrics.
  • Monitor revenue, collections, expenses, and occupancy trends.
  • Recommend and implement cost-saving initiatives and operational efficiencies.
  • Support ownership goals through effective financial and operational management.

Required Qualifications

  • 5+ years of property management experience.
  • Demonstrated experience managing affordable housing communities.
  • Strong knowledge of affordable housing compliance, certifications, and recertifications.
  • Experience with LIHTC, HUD, Section 8, Project-Based Section 8, HOME, or related affordable housing programs.
  • Previous supervisory experience overseeing property management teams.
  • Strong understanding of budgeting, financial reporting, resident relations, and property operations.
  • Knowledge of Fair Housing regulations and compliance requirements.
  • Experience with property management software such as Yardi, MRI, RealPage, OneSite, ResMan, AppFolio, or similar platforms.
  • Excellent communication, leadership, and organizational skills.

Preferred Qualifications

  • Multi-site or portfolio management experience.
  • Industry certifications such as:
  • HCCP (Housing Credit Certified Professional)
  • COS (Certified Occupancy Specialist)
  • TCS (Tax Credit Specialist)
  • CAM (Certified Apartment Manager)
  • CPM (Certified Property Manager)
  • Bachelor's degree in Business, Real Estate, Property Management, Public Administration, or a related field.

Compensation & Benefits

Base Salary: $105,000-$115,000 annually, commensurate with experience.
