Overview:

We are seeking a highly experienced IT Project Manager to support the Performance Management & Analytics System (PMAS).The role requires strong leadership, project governance expertise, and extensive experience in data integration, analytics, and enterprise-level IT project execution. The Project Manager will oversee planning, budgeting, documentation, vendor coordination, Agile delivery, and compliance with DIR Project Delivery Framework.

Key Responsibilities:

• Lead end-to-end project lifecycle (PMLC & SDLC) for PMAS initiatives.

• Collaborate with the Office of the Chief Data Architect, Office of Data Analytics & Reporting, and other stakeholders.

• Develop project documentation per DIR directives including charters, schedules, work plans, RFPs, and roadmaps.

• Oversee data integration projects involving cloud analytics, data warehouses/lakes, and enterprise reporting systems.

• Manage procurement processes, RFP creation, vendor engagement, and budget tracking.

• Prepare federally compliant IAPDs and support matching federal fund acquisition.

• Conduct Agile ceremonies: sprint planning, backlog grooming, daily scrums, retrospectives, Kanban flow.

• Lead project teams, allocate resources, resolve risks, and maintain project communication with leadership.

• Ensure compliance with state, federal, and agency standards.

• Manage multi-departmental coordination across HHSC and partner agencies.

Required Qualifications:

• 8+ years of IT Project Management experience.

• 8+ years in IT with 5+ years in data management/analytics/web/SOA solutions.

• Strong documentation, communication, and risk management skills.

• Experience managing budgets, schedule tracking, and project reporting.

• PMP Certification (Mandatory).

• Extensive experience in Agile methodology and sprint management.

• Strong team leadership and problem-solving skills.

Preferred Qualifications:

• Healthcare/Public Health experience.

• Experience in multi-agency/state/government IT projects.

• Experience with HHS, TSS, or Texas State frameworks.

• Experience with Access & Eligibility programs.

• Experience leading mixed/matrixed teams.
