    Long Term Contract
    Estimated annual hours: 2,080 hours.
    Schedule: County business hours – Pacific Time; after-hours support may be required during cutover and stabilization
    Work Setting: Hybrid / Onsite for key project activities

    The position requires onsite presence in San Diego for key activities including Steering Committee meetings, vendor workshops, UAT, cutover, and go-live.

    Client is seeking a Senior Project Manager to provide strategic project management leadership for the Assessor Enterprise Modernization Program. The Senior PM will serve as the County's owner-side project management lead, coordinating County leadership, technology teams, business stakeholders, consultants, vendors, and implementation partners across multiple concurrent modernization initiatives.

    The primary initiative is the Property Assessment System Replacement Project, along with related modernization, infrastructure transition, data center exit, cloud migration, and operational sustainability initiatives.

    Key Responsibilities

    Serve as the owner-side lead project manager/advisor for the Assessor Enterprise Modernization Program.
    Lead and coordinate County, vendor, consultant, business, and technical workstreams.
    Develop and maintain the Integrated Master Schedule covering business, technology, infrastructure, data migration, integration, testing, training, organizational readiness, and cutover activities.
    Manage project scope, schedules, budgets, risks, issues, decisions, dependencies, and action items.
    Monitor vendor performance, deliverables, milestones, contractual commitments, and corrective actions.
    Coordinate multiple concurrent enterprise modernization initiatives.
    Support Steering Committee, executive governance, and senior leadership activities.
    Prepare executive dashboards, status reports, presentations, briefings, and decision-oriented recommendations.
    Monitor project budget, expenditures, forecasts, and variances.
    Coordinate requirements management, system integration, data migration/conversion, testing, UAT, training, business readiness, cutover, go-live, and stabilization.
    Coordinate change management and organizational readiness activities.
    Support procurement, contract implementation, deliverable acceptance, and vendor accountability.
    Identify, escalate, mitigate, and resolve project risks, issues, decisions, and dependencies.
    Coordinate data center exit, infrastructure transition, cloud migration, disaster recovery, and business continuity activities as applicable.
    Provide independent analysis and strategic recommendations to ARCC leadership.
    Support successful transition to ongoing operations while maintaining continuity of critical County services.
    Transfer project-management knowledge, governance practices, documentation, methodologies, and institutional knowledge to County personnel.

    Qualifications

    Minimum 10 years of progressively responsible professional project and/or management experience.
    Minimum 5 years of experience in a local government environment.
    Minimum 5 years leading large-scale, complex enterprise technology implementation or modernization projects with $10M+ budgets.
    Experience serving in a lead project or management role for at least 3 enterprise system implementations through implementation, deployment/go-live, and/or post-production stabilization.
    Experience coordinating multiple concurrent workstreams involving business stakeholders, technical teams, vendors, consultants, and executive leadership.
    Experience managing project scope, schedules, budgets, risks, issues, decisions, dependencies, vendor performance, and executive reporting.
    Experience with major implementation activities including requirements management, system integration, data migration/conversion, testing, organizational readiness, training, cutover, go-live, and stabilization.
    Experience managing projects within a public-sector, government, highly regulated, or similarly complex environment.

    Preferred / Additional Experience

    Experience with Property Assessment Systems, CAMA, property tax administration, land records, permitting, or similar complex government enterprise systems.
    Experience managing multiple enterprise technology vendors and implementation partners.
    Experience with executive sponsors, Steering Committees, governing bodies, and senior stakeholders.
    Experience with PMI/PMBOK, Agile, Waterfall, or hybrid project management methodologies.
    PMP, PgMP, Agile, Scrum, Prosci/change management, or other relevant professional credentials are beneficial
