This role will be responsible for managing complex federal initiatives involving financial modernization, cost model implementation, systems integration, reporting, and process improvement.The ideal candidate will have extensive experience managing large-scale federal financial management programs, particularly within the Working Capital Fund, revolving fund, IT financial management, or financial systems modernization environments. The candidate must have demonstrated success leading cross-functional teams, managing government stakeholders, driving implementation activities, and delivering measurable outcomes.This position requires a hands-on leader who can bridge gaps among business, financial, and technical teams while ensuring the successful execution of mission-critical initiatives.Key ResponsibilitiesProvide overall program management leadership for federal IT Financial Management and Working Capital Fund initiatives.Lead planning, execution, monitoring, and delivery of complex financial management modernization efforts.Manage cross-functional teams supporting:Cost model developmentFinancial systems integrationReporting modernizationWorkflow automationBusiness process improvementDevelop and maintain integrated program schedules, milestones, risks, issues, and dependencies.Coordinate with government leadership, financial managers, IT stakeholders, contractors, and subject matter experts.Provide executive-level reporting, briefings, dashboards, and program status updates.Establish program governance structures, communication plans, and performance metrics.Oversee implementation activities and ensure solutions meet business, financial, and technical requirements.Support development and execution of Working Capital Fund and IT Financial Management strategies.Facilitate stakeholder meetings, working groups, and executive reviews.Identify risks, recommend mitigation strategies, and drive resolution of program challenges.Ensure program activities align with federal financial management policies, internal controls, and audit requirements.Support financial transformation initiatives, including:Cost allocation improvementsRate model implementationChargeback processesFinancial reporting enhancementsSystems integration effortsManage deliverables, quality control processes, and customer acceptance activities.Promote continuous improvement through process analysis, automation opportunities, and data-driven decision-making.Required QualificationsBachelor's degree in Business Administration, Finance, Accounting, Information Technology, Engineering, Management, or related field.Minimum of 10 years of federal program management experience.Minimum of 5 years managing complex federal financial management, IT financial management, or financial modernization programs.Demonstrated experience managing large-scale federal projects involving multiple stakeholders and technical teams.Experience supporting:Working Capital Funds (WCF)Revolving fundsFederal financial management operationsCost model implementationFinancial systems modernizationExperience developing program management artifacts, including:Integrated master schedulesRisk registersStatus reportsExecutive briefingsAction trackingExperience leading teams and coordinating contractor and government personnel.Strong understanding of federal financial management processes and controls.Experience supporting audit readiness, governance, and compliance activities.Preferred QualificationsExperience supporting federal IT financial management organizations.Experience implementing financial management solutions within federal agencies.Experience with Working Capital Fund rate-setting and cost recovery models.Experience supporting SFFAS requirements, including:SFFAS 4 – Managerial Cost Accounting StandardsSFFAS 10 – Accounting for Internal Use SoftwareExperience with federal financial systems, including:DelphiPRISMOracle EPMOracle IMPACTServiceNowExperience supporting financial data analytics and reporting solutions using:Power BISQLPower AutomatePMP certification preferred.FAC-P/PM certification preferred.Experience supporting Agile, hybrid, or traditional federal project management environments.Aalis Management Consulting is an Equal Opportunity/Affirmative Action Employer.
