Location: Rocklin, CA

Onsite Flexibility: Hybrid

Contract Details

  • Position Type: Contract
  • Contract Duration: 6 months
  • Pay Rate: $90.00 $95.00 / Hour (USD)
  • Travel Requirements: Expected to travel 15% of the month to various locations throughout the service territory. Some common places are Dublin, San Ramon, and Rocklin.
  • Work Authorization: Applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.

Job Summary

The Senior Program Manager will support implementation governance and oversight of Wildfire Mitigation Plan (WMP) commitments across multiple wildfire mitigation programs. This role serves as a strategic partner to cross-functional stakeholders to help ensure commitments are effectively planned, executed, monitored, and supported by auditable evidence.

The successful candidate will develop a comprehensive understanding of wildfire mitigation programs and associated regulatory commitments, assess implementation progress, identify risks and gaps, facilitate stakeholder engagement, and provide recommendations that support successful commitment execution and closure.

This position requires strong critical thinking, program governance, stakeholder management, business acumen, and analytical capabilities. The ideal candidate can navigate ambiguity, evaluate complex business challenges, influence cross-functional stakeholders, and drive accountability across multiple programs and initiatives.

Key Responsibilities

  • Serve as a governance partner supporting implementation and oversight of Wildfire Mitigation Plan commitments.
  • Develop a deep understanding of wildfire mitigation programs, regulatory commitments, operational objectives, and performance outcomes.
  • Partner with cross-functional stakeholders to monitor commitment execution and assess alignment between business activities, program performance, and regulatory commitments.
  • Facilitate development and maintenance of implementation governance artifacts, including Define Phase Packages, Work Plans, Closure Packages, and supporting documentation.
  • Evaluate commitment performance and identify risks, dependencies, implementation gaps, and opportunities for improvement.
  • Assess whether supporting evidence adequately demonstrates achievement of commitment requirements and intended outcomes.
  • Facilitate cross-functional working sessions to drive accountability, issue resolution, and decision-making.
  • Support development of processes that improve visibility into commitment execution, budget utilization, program performance, and regulatory outcomes.
  • Analyze program performance, implementation progress, and budget-related information to support decision-making and reporting.
  • Develop recommendations and corrective actions to address implementation challenges and improve commitment execution.
  • Prepare executive-level reporting, presentations, status updates, and governance materials.
  • Lead continuous improvement initiatives that strengthen governance, accountability, consistency, and operational effectiveness.

Required Skills

  • Critical thinking and analytical problem-solving skills, including the ability to assess complex programs, identify risks, evaluate performance, and recommend solutions.
  • Strong stakeholder management and program leadership capabilities, including experience leading cross-functional initiatives, facilitating discussions, and driving accountability and results.

Preferred Skills

  • 7+ years of program management, project management, governance, compliance, regulatory, audit, utility operations, or related experience.
  • Demonstrated ability to understand complex business programs and evaluate whether intended outcomes are being achieved.
  • Experience supporting regulatory, compliance, governance, assurance, or performance management programs.
  • Experience translating business, regulatory, or operational requirements into actionable plans and measurable deliverables.
  • Experience monitoring program performance, milestones, deliverables, budgets, and strategic objectives.
  • Strong critical thinking, analytical, and problem-solving skills.
  • Demonstrated ability to influence stakeholders, drive accountability, and work effectively in ambiguous environments.
  • Experience in regulatory, compliance, audit, governance, or assurance-related environments, preferably within the utility or energy industry.
  • Utility industry experience preferred.
