Senior Program Manager - Change Management & RFID

Location: Fremont, CA

Job Summary

This role focuses on RFID technology deployment within a large-scale utility environment, requiring strong program management and change management leadership. The project centers on tagging various equipment with RFID labels and driving adoption of new technology across field teams. The ideal candidate is a self-starter who executes on commitments, follows up aggressively, and coordinates effectively with internal and external stakeholders including union leaders and field technicians who are the primary customers of these RFID devices. The emphasis is on coordination, execution, and making sure nothing gets overlooked. RFID experience is not required; similar technology deployment experience (e.g., telecom program management deploying kits or equipment for towers) is acceptable, as is experience with RF, barcode systems, or building out technology sites. Empathy is important given the deployment of new technology to the field workforce.

Key Responsibilities

  • Engage daily with field technicians and material leads to develop, implement, and refine workflows for gas and electric meter check-in and check-out processes.
  • Partner with the software vendor to update the application based on technician feedback, field observations, and evolving workflow needs.
  • Ensure passive RFID readers, antennas, and mobile readers remain in good working order; coordinate with internal and external partners to identify continuous improvement opportunities.
  • Coordinate with metering OEMs to ship new meters with RFID labels through Crawl, Walk and Run phase approach.
  • Serve as backup to another Program Manager overseeing contractors responsible for auditing and RFID tagging existing issued meters systemwide.
  • Support RFP-related activities as needed.
  • Take ownership of aggressive, high-impact milestones across the crawl, walk, and run phases of the project.
  • Apply strong program management practices, including clear communication, forward planning, follow-up, meeting documentation, risk tracking, and stakeholder alignment.

Program Manager, Senior Role Scope

  • Completes moderate to complex problems and takes a new perspective on existing solutions plan and goals.
  • Works independently on most issues.
  • Provides direction on overall program plan and goals.
  • Responsible for most/all deliverables within the program implementation plan.
  • Communicates findings and recommendations to various levels of management.
  • Develops budget forecasts, conducts analysis in support of identifying budget variances and develops solutions to address.
  • Develops new and ad-hoc reports, summarizes findings and recommendations and provides business insight.

  • Knowledge of energy industry applications to local level customers, including energy issues, customer energy efficiency applications, and general customer information

Preferred Skills

  • Operations experience and new technology deployment experience

  • Excellent presentation and organizational skills in a collaborative environment
  • Self-starter who can work effectively with minimal oversight
  • Five years of post-graduate engineering or project management experience

Education Requirements

  • Bachelor's degree (or equivalent experience)
  • Professional Engineer license or Project Management Professional (PMP) certification preferred

Required Experience

  • 6 years of related experience or equivalent

Nice-to-Have Experience

  • Five years of post-graduate engineering or project management experience
  • RFID technology deployment experience; similar technology deployment experience acceptable (e.g., telecom program management deploying kits/boxes for towers, barcode systems, RF experience, building out technology sites)
  • Understanding of RF considerations such as metal obstruction

Work Environment / Physical Requirements

  • Primarily office environment with extensive use of personal computers, telephone conversations, conference calls, and in-person meetings.
  • Travel may be required.
  • Safety vest and safety goggles provided by the client as needed.

  • Interview process: Initial phone screening, followed by in-person interviews at the San Jose Cinnabar yard. Hiring manager is reviewing 7 8 profiles for initial screening and will invite 3 4 candidates for in-person interviews.
  • A company-provided laptop will be available. Personal phone may be used for internal communication. The vendor should supply any necessary peripherals. Worksites already have monitors, keyboards, mice, and docking stations at cubicle spaces.
