Senior Program Analyst

Jefferson is seeking Senior Program Analyst to support the U.S. Department of the Interior (DOI) Mission Support Services.

This role will be remote; however, travel may be required during the period of performance. This position requires that applicants reside in the United States and have legal authorization to work in the U.S. Applicants must maintain U.S. residency for the duration of their employment.

The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Responsibilities:

• Provide senior-level support for initiatives involving acquisition and/or financial assistance, including planning, process development, implementation, and execution.
• Support planning and execution of complex acquisition and financial assistance projects and develop recommendations to address operational, compliance, and program challenges.
• Assess the impact of policy and regulatory changes on programs and operations and recommend adjustments to project plans, processes, and implementation approaches.
• Support development of policies, guidance, leadership briefings, communication materials, workshops, and other project deliverables.
• Support modernization and efficiency initiatives across the full lifecycle, including requirements development, process analysis, assessments, solution testing, implementation, and integration.
• Lead workflow and requirements analysis to identify inefficiencies, redundancies, risks, and opportunities for improvement and modernization.
• Guide development and enhancement of Power BI dashboards and other data visualizations and support testing aligned with NIST and DOI standards.
• Provide strategic analysis and recommendations related to workflow optimization, interoperability, continuous improvement, and other project initiatives.

Required Qualifications

• Bachelor's degree.
• 10 years of relevant experience in program analysis, business analysis, project management, acquisition, financial assistance, or related activities.
• Experience supporting complex or high-visibility projects and independently developing project, requirements, process, assessment, or implementation documentation.
• Demonstrated ability to analyze complex information, assess risks and alternatives, and develop recommendations for Government decision-makers.
• Excellent written and verbal communication skills, including the ability to brief and advise senior stakeholders.
• Ability to manage complex assignments and competing priorities with minimal supervision.

Preferred Qualifications

• Experience supporting Federal acquisition or financial assistance programs and related mission support initiatives.
• Experience developing Power BI dashboards, data visualizations, performance reports, or similar analytical products.
