Job ID# 1796 StraCon Services Group, LLC is seeking a Full-Time Senior Program Analyst (Financial) in Patuxent River, MD to support an Unmanned Aerial Vehicle Program Office (PMA). The position requires the ability to independently analyze complex financial and acquisition data, assess cost, schedule, funding, and programmatic impacts, and provide actionable recommendations to Program Managers, Lead Business Financial Managers (BFMs), Integrated Product Team (IPT) Leads, and other senior leadership. Essential Job Duties: - Provide support for budget development, execution tracking and the generation and tracking of financial documents using various Navy and DoD electronic data systems such as Navy Enterprise Resources Program (N- ERP), Program Budget Information System (PBIS), SharePoint, CSPT and Integrated Data Environments (IDE) (3.3.1.5 Financial Management Support).
- Assist the PM and Lead BFM in the coordination, upgrades and submissions of the POM, Program Review (PR), PEO(U&W) Flight Plans, issue sheets, budget drills, reclamas, as well as coordinate inputs and ensure that data provided is in an acceptable format (3.3.1.5 Financial Management Support).
- Maintain, consolidate, and organize, databases of budgetary status information based on information provided through N-ERP and the PBIS (3.3.1.5 Financial Management Support).
- Monitor contracts and track mission objectives to include selection, definition, and documentation generation and coordination of Procurement Initiation Documents (PIDs) in the Procurement Management Tool (PMT), SOW, CDRLs and ECP contract actions (3.3.1.3 Acquisition Support).
- Assist in developing, coordinating, and staffing acquisition documentation for ACAT and non-ACAT programs as described in the SECNAVINST 5000.42 and the SECNAVINST 5000.2 to support all periodic submissions, audits, reviews, and milestones. Maintain knowledge and awareness of all acquisition documentation requirements and advise the Government customer of delays in approval cycles or documents that are no longer current (3.3.1.3 Acquisition Support).
- Support planning activities, to include presenting alternative funding or acquisition strategies and cost estimates for new program requirements for Government consideration and appropriate action. Enter planning data in the Common Spend Plan Tool (CSPT) and in approved NAVAIR systems (3.3.1.4 Project Manager Support).
- Provides support with a variety of management activities, corporate initiatives, special projects, and data calls which could have significant impact on the organization and its business operations.
- Prepare and assess contractual CDRL requirements, track CDRL delivery, and Government acceptance to ensure timely response using the CDRL tool (3.3.1.3 Acquisition Support).
Travel Requirements: Experience Requirements: - At least Ten (10) of experience with the duties described in the functional description.
- Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and demonstrated knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE and five (5) years of DoN procurement policies and procedures experience.
- Current Navy ERP knowledge and CSPT experience is required per the contract's statement of work.
- Demonstrated financial management experience supporting Department of Defense (DoD)/ Department of War (DoW) acquisition programs, with a strong understanding of budget formulation, budget execution, financial reconciliation, and overall program financial management.
- Experience supporting a Business Financial Manager (BFM) and executing program funding is highly desired.
- Understanding of the execution of funding within NERP, the linkage between CSPT, PMT, and related financial management tools, and how these processes support program execution and achievement of financial benchmarks.
- Experience supporting Naval Air Systems Command (NAVAIR), Program Executive Office (PEO), or Program Management Air (PMA) acquisition programs is preferred.
- Strong analytical, organizational, and communication skills with the ability to interpret financial data, identify trends, and provide recommendations to program leadership.
- Proficiency with Microsoft Office Suite, particularly Excel, and experience preparing financial reports, budget exhibits, and program execution metrics.

Educational Requirements: OR - Associate Degree plus Two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's degree
