Position Overview

The Washington State Attorney General's Office (AGO) is seeking a Senior Operational Budget Manager to lead the AGO's operational budget activities and to ensure the budget is accurate and reflects the decisions of the AGO Core Leadership Team, the standards of the Office of Financial Management (OFM), and all applicable rules and regulations.

Success in this role requires the incumbent to lead the AGO's operational budget activities, manage deadlines, analyze data, and monitor the provision of both AGO division and client agency support.

The Budget Manager will support the financial integrity and stewardship of the agency through strategic budgeting and financial management. This position serves as a key resource for AGO finances, providing advanced budget expertise that supports informed decision-making and ensures agency resources align with AGO, and statewide priorities. Working closely with executive leadership, OFM, legislative staff, and other stakeholders. This role helps ensure financial accountability and credibility.

The successful candidate will also promote collaboration and knowledge sharing within the budget office through technical guidance, training, and mentoring. This position plays an important role in ensuring the AGO can effectively manage public resources and continue delivering legal services to the state agencies and Washington State.

Salary and Compensation

  • Annual salary range: $105,000-$132,924/annual
  • Washington Management Service structure position: Band 2

The base pay offered accounts for internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience. The following stipends may apply based on position requirements:

  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

Position Description

Key responsibilities of this role include:

  • Serve as the AGO's budget office's subject-matter expert for complex programs and budget issues.
  • Interpret and apply state financial laws, policies, and practices to ensure budget compliance.
  • Monitor spending, resolve budget variances, and recommend process or policy improvements.
  • Provide strategic budget guidance to leadership and AGO divisions.
  • Monitor and recommend resource distributions across all funds, locations, and divisions as demonstrated by producing all OFM required allotment packets, balancing with AGO expenditure authority, matching to the AGO expenditure plans, and incorporating the payment of administrative overhead costs by the applicable fund source.
  • Conduct and disseminate research and data reporting for all tasks in a clear and concise manner.
  • Respond to requests from AGO leadership, OFM, and the Legislature by conducting budget and policy analysis, preparing detailed analytical reports with supporting documentation, doing so in a succinct, timely and accurate manner.
  • Develop briefing memos and presentations regarding complex budget issues to convey financial concepts to varying audiences.
  • Work in a team environment to review and streamline practices across FIS.
  • Use problem solving and technical expertise to ensure the OFM Central Service Model (CSM) legal service allocations by client is accurate and complete.
  • Assist and back-up the Senior Policy Budget Manager with legislative oversight regarding fiscal notes and decision package requests while working closely with AGO divisions and client agencies.
  • Participate on or lead committees as needed to conduct Divisional Financial Reviews (DFR) and other workgroups.

About the Financial Services Division

The Financial Services Division (FIS) provides support and accountability for agency financial and budgetary decisions and practices. FIS's primary goal is to protect and enhance the financial health and resources of the AGO, which includes providing efficient, centrally located accounting, budgeting, payroll, contracts and grant services and management. FIS produces top quality work in a manner that contributes to the AGO's mission to be the best public law office. FIS conducts business in a professional and cooperative manner, recognizing the contribution of each team member. FIS ensures the reporting and transmission of agency financial information is complete, accurate, and timely. FIS is also responsible for agency budget development and monitoring in addition to accounting, payroll, contracts, and purchasing functions. FIS contains three main sections: Accounting, Contracts, and Budget.

Required Qualifications

  • Minimum of six years* of government budget and finance experience (three biennial cycles) with increasing levels of responsibility.
  • A bachelor's degree in business, public administration, accounting, economics, or statistics and six years of professional experience in budget, finance, management, or program analysis.
  • Expert proficiency in statewide financial systems, such as The Allotment System (TALS), Agency Budget System (ABS), Result through Performance Management System (RPM), Fiscal Notes System (FNS), Salary Projection System (SPS), and Enterprise Reports/Web intelligence (ER / WebI) to create reports, allotments, decision packages, revenue reports, fiscal notes, coding structures, and processes. Enter data into these systems, conduct research to analyze behavior against allotments and plans.
  • Expert proficiency in utilizing spreadsheet software, such as Microsoft Excel, to develop and maintain complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information. Create charts, Pivot Tables, and use data analysis tools.
  • A master's degree can substitute for some experience.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
