Senior Medicare Outreach & Program Specialist – Northwest PA About the Position

We are seeking a Senior Medicare Outreach & Program Specialist – Northwest PA to support the Pennsylvania Senior Medicare Patrol (SMP) program through the Pennsylvania Department of Aging.

This position combines senior-focused community outreach, Medicare education, complex case support, volunteer management, and human-services program administration.

The specialist will help Medicare beneficiaries, families, and caregivers understand how to prevent, identify, and report Medicare fraud, billing errors, and abuse. The role also involves community education, volunteer recruitment and training, program reporting, data analysis, and coordination with aging-services organizations and government agencies.

Direct experience working with older adults or within aging/human-services programs is strongly preferred.

Senior Medicare Outreach & Program Specialist – Northwest PA Key Responsibilities

Medicare Beneficiary Support

Provide one-on-one assistance to Medicare beneficiaries, families, and caregivers.
Help beneficiaries understand Medicare statements, healthcare bills, billing errors, and potential fraud or abuse.
Research and interpret Medicare rules and guidelines to assist with complex cases.
Document beneficiary interactions and case information accurately.
Coordinate referrals to appropriate state and federal agencies or law enforcement when necessary.
Community Outreach & Education

Conduct presentations and educational activities for seniors and community organizations.
Educate Medicare beneficiaries on how to identify and prevent healthcare fraud, errors, and scams.
Participate in virtual and in-person outreach events throughout the region.
Develop relationships with community organizations and aging-services partners.
Visit Area Agencies on Aging (AAAs) to provide technical assistance and consultation.
Support statewide SMP outreach plans, campaigns, and reporting requirements.
Volunteer Management

Recruit, onboard, train, and retain SMP volunteers.
Coordinate volunteer outreach opportunities throughout the assigned region.
Assist with volunteer training and educational activities.
Maintain an effective and representative volunteer network.
Program Administration & Reporting

Research and analyze program data, issues, and trends.
Identify opportunities for program improvement.
Review regulations, policies, and procedures for compliance.
Assist with recommendations related to policies, procedures, and program operations.
Enter outreach, interaction, and complex case information into program databases.
Prepare reports and maintain accurate, timely documentation.
Support program planning, compliance, and reporting activities.
