    FULL-TIME TEMPORARY POSITION | HYBRID | CONFIDENTIAL SEARCH


    Confidential Search Solutions (CSS) is conducting a confidential search for a Senior Manager, Regulatory Compliance – Payments & Money Movement on behalf of a leading payroll, benefits, HCM, compliance, and financial services organization. This is a full-time temporary opportunity for an experienced regulatory compliance leader who wants to make an immediate impact in a highly visible role at the intersection of payments, money movement, payroll, fintech, and financial services. You’ll serve as a senior regulatory subject-matter expert and trusted advisor to leadership, helping the organization navigate complex U.S. regulatory requirements while supporting the development and growth of innovative payments and financial services products.


    Reporting directly to the Chief Compliance Officer and Head of Legal, this role offers significant exposure to senior leadership and the opportunity to influence regulatory strategy, product development, licensing, risk management, and compliance operations.

    What You’ll Do

    • Serve as a senior subject-matter expert on U.S. state money transmission laws and federal consumer protection regulations, including Reg E/EFTA, UDAAP, E-Sign, and FFIEC guidance.
    • Provide regulatory guidance for payments, money movement, payroll, and financial services products.
    • Translate complex regulations into practical compliance requirements, product controls, policies, and business processes.
    • Conduct regulatory and compliance risk assessments for new products, features, payment flows, and partner integrations.
    • Develop and maintain compliance policies, procedures, controls, and regulatory documentation.
    • Support multi-state money transmitter licensing, including NMLS filings, renewals, and regulatory reporting.
    • Conduct compliance monitoring, testing, control reviews, and remediation activities.
    • Manage and support state regulatory examinations, including examiner requests, document production, findings, and remediation.
    • Partner with banks, auditors, Legal, Product, Operations, Finance, Engineering, and Compliance teams.
    • Identify and escalate regulatory risks involving BSA/AML, OFAC, ACH/NACHA, bank partnerships, SEC, and FINRA requirements.
    • Monitor regulatory developments and communicate potential business and product impacts to senior leadership.
    • Lead and mentor a small compliance team.

    What You Bring

    • 10+ years of regulatory compliance, legal, risk, or advisory experience in fintech, payments, banking, payroll/HCM, or financial services.
    • Strong expertise in U.S. state money transmission laws and licensing requirements.
    • Working knowledge of Reg E/EFTA, UDAAP, E-Sign, and other consumer financial regulations.
    • Experience supporting or managing regulatory examinations and regulator-facing documentation.
    • Hands-on experience with multi-state licensing and NMLS processes.
    • Knowledge of BSA/AML, OFAC, ACH/NACHA, bank-fintech partnerships, SEC, and FINRA compliance.
    • Excellent regulatory research, analytical, written communication, and documentation skills.
    • Ability to translate complex regulatory requirements into clear, practical business solutions.
    • Strong executive presence and cross-functional communication skills.
    • Ability to work independently, manage competing priorities, and operate effectively in a fast-paced environment.
    • Experience using AI tools for regulatory research, monitoring, analysis, or documentation is a plus.

    Preferred Qualifications

    • Bachelor’s degree in Finance, Law, Compliance, Business, or related field.
    • CRCM and/or CAMS certification.
    • Experience with securities compliance.
    • Familiarity with GRC tools, Jira, Notion, and SQL.
    • Experience supporting payroll, HCM, payments, embedded finance, or money movement products.
