    Job Summary

    The Senior Manager of Physician Recruitment leads the full-cycle recruitment strategy for physicians and advanced practice providers (APPs). This role partners with clinical and operational leaders throughout Cook County Health (CCH) to understand workforce needs, develop and implement strategic talent sourcing and recruitment strategies, and ensure an exceptional candidate experience. This role will oversee reporting, manage a growing team, and collaborates with external and internal partners to build a strong physician and provider recruitment function to support organizational growth and operational needs.

    General Administrative Responsibilities

    Collective Bargaining

    • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
    • Participate in collective bargaining negotiations, caucus discussions and working meetings

    Discipline

    • Document, recommend and effectuate discipline at all levels
    • Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
    • Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements

    Supervision

    • Direct and effectuate CCH management policies and practices
    • Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

    Management

    • Contribute to the management of CCH staff and CCH' systemic development and success
    • Discuss and develop CCH system policy and procedure
    • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
    • Work with Cook County Labor Relations and CCH Operations Counsel to discern past practice when necessary

    Typical Duties

    • Coaches and leads a team of Physician Recruiter(s) and Recruitment Coordinators

    • Builds and scales a high-performing physician talent acquisition function.

    • Manages individual portfolio of full-cycle talent searches and delivers against individual recruiting goals

    • Develops and executes new and innovative talent acquisition strategies for physician and advanced practice provider (APP) roles, leveraging diverse sourcing techniques and best practices to build strong candidate pipelines and ensure timely placement

    • Partners with marketing to create recruitment campaigns, content, and employer branding initiatives in compliance with all CCH policies and the Employment Plan.

    • Collaborates with hiring managers and departmental leadership to assess current and future provider staffing needs.

    • Researches, sources, and cultivates relationships with prospective provider candidates through targeted outreach, passive search strategies, industry networking and external talent sources to support current and future hiring needs

    • Assesses candidates against specific functional requirements, communication styles through career history, behavioral and competency-based interviewing

    • Identifies opportunities to continuously improve and streamline workflow and candidate experience

    • Builds and creates data, analyzes statistics, and identifies recruiting trends

    • Organizes and represents CCH at on-site and off-site fairs, conferences, and networking events to promote employer brand and attract talent

    • Develops and executes physician and provider workforce recruitment plans aligned with organizational growth, service line expansion, and vacancy reduction goals.

    • Partners with Compensation to structure competitive offers, analyze market data, and support physician employment agreements.

    • Establishes and monitors key recruitment metrics including time-to-fill, candidate pipeline activity, and offer acceptance rates; present regular reporting to executive leadership.

    • Oversees relationships with external recruitment agencies, locum tenens vendors, and retained search firms to ensure performance, cost control, and alignment with system needs.

    • Collaborates with Clinical Affairs and Credentialing to ensure seamless transition from offer acceptance through onboarding.

    • Works with various teams on recruitment efforts to ensure compliance with the Employment Plan, collective bargaining agreements, credentialing, licensure, regulatory requirements, and other applicants healthcare hiring standards.

    • Performs other duties as assigned.

    Reporting Relationship

    Reports to Associate Chief Human Resources Officer, Talent Management

    Minimum Qualifications

    • Bachelor's degree from an accredited college or university

    • At least five (5) years of experience sourcing and recruiting physician or provider talent

    • Three (3) years of experience supervising or managing recruitment staff in a hospital, health system, medical group, or similar clinical environment

    • Proficiency using Microsoft Office Word, Excel, and PowerPoint

    Preferred Qualifications

    • Bachelor's degree or higher from an accredited college or university in Human Resources, Business Administration, Industrial/Organizational Development, Marketing or related field

    • Prior experience working in a union environment

    Knowledge, Skills, Abilities and Other Characteristics

    • Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups

    • Strong knowledge and experience with Microsoft Office Excel, Word, and PowerPoint

    • Excellent analytical, critical thinking, negotiation, problem-solving, organization and time management skills

    • Skill in interpreting employment policies and procedures as determined by the County and as set forth in the Employment Plan and collective bargaining agreements

    • Strong project management skills

    • Ability to initiate, build, and manage cohesive partnerships and professional relationships both internally and externally

    • Ability to identify process improvements and make sound recommendations and implement same

    • Ability to build constructive and collaborate business relationships across cultures and organization levels

    • Works to meet deadlines; flexibility and adaptability in performing work duties

    Physical and Environmental Demands

    This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements.
