Role Overview

We are looking for a Senior Manager of Full Stack Development with deep expertise in the US healthcare provider domain to lead design, development, and delivery of complex, high-availability applications on .NET/C# and modern front-end frameworks. This is a hands-on technical leadership role with direct ownership of engineering standards, team performance, and delivery outcomes across onshore and offshore teams supporting health plan provider network and credentialing systems.
You will partner closely with architects, product owners, and client stakeholders to translate provider domain requirements into robust, scalable full stack solutions, while championing an AI-first engineering culture across every team you lead.

Key Responsibilities

Engineering Leadership & Delivery
• Lead end-to-end full stack development across provider domain applications, from architecture and design through delivery and production support.
• Define and enforce engineering best practices, coding standards, and design patterns for .NET/C# backend and React/Angular frontend development.
• Own technical delivery across multiple concurrent workstreams, managing timelines, dependencies, quality, and stakeholder expectations.
• Lead technical design reviews, architecture discussions, and code review processes to maintain solution quality and consistency.
• Drive sprint planning, backlog grooming, and Agile delivery governance across distributed onshore and offshore engineering teams.
• Manage and mentor a team of Technical Leads and Senior Engineers, establishing clear accountability and supporting career growth.
• Lead incident response, root-cause analysis, and long-term reliability improvements for provider-facing systems.
• Collaborate with DevOps and cloud engineering teams to ensure CI/CD pipelines, infrastructure, and deployment practices meet quality and compliance standards.
Provider Domain & Client Engagement
• Serve as the primary technical point of contact for provider domain requirements, translating complex business rules around provider credentialing, network management, contracting, and directory into technical solutions.
• Partner with client stakeholders and product owners to define and refine requirements, acceptance criteria, and solution trade-offs.
• Ensure all solutions adhere to HIPAA-compliant design principles and data privacy requirements relevant to provider data.
• Drive implementation and maintenance of healthcare interoperability standards including HL7, FHIR R4, and X12 EDI transactions relevant to provider data exchange.
• Contribute to SOW scoping, estimation, and technical proposal development for provider domain engagements.
Technical & Architecture Partnership
• Partner with solution architects to design scalable, resilient .NET/C# microservices and APIs supporting provider network, credentialing, and directory systems on AWS.
• Evaluate and introduce technologies, frameworks, and tools that improve engineering velocity, system performance, and maintainability.
• Own cross-team technical dependency resolution across full stack, integration, and cloud/DevOps disciplines.
• Drive test automation strategy across unit, integration, and end-to-end test layers for provider domain applications.

Required Qualifications

• Bachelor's or Master's degree in Computer Science, Engineering, or a related field.
• 12–15 years of software engineering experience with at least 4 years in a technical leadership or management role.
• Expert-level proficiency in .NET/C# (ASP.NET Core, Web API, Entity Framework) and strong proficiency in at least one modern front-end framework (React, Angular, or Blazor).
• Deep hands-on experience with AWS services including ECS/EKS, RDS, S3, Lambda, SQS/SNS, and API Gateway.
• Proven experience building and operating microservices-based, distributed, cloud-native applications.
• Strong expertise in relational database design and query optimization (SQL Server, PostgreSQL).
• Solid understanding of RESTful API design, OAuth2/OIDC authentication, and enterprise integration patterns.
• Proven experience managing and delivering programs across distributed onshore/offshore teams.
• Strong written and verbal communication skills for client-facing and executive stakeholder engagement.
• Experience with CI/CD pipelines, DevOps toolchains (Azure DevOps, GitHub Actions, Terraform), and container orchestration (Docker, Kubernetes).

AI-First Engineering Leadership (Required)

• Strong, demonstrated use of AI-assisted development workflows (Claude Code, GitHub Copilot, Cursor, or equivalent) across the full development lifecycle — design, coding, testing, review, and documentation.
• Sets team-level standards for responsible AI-assisted coding, including validation rigor, security scanning of AI-generated code, and safeguarding PHI and sensitive provider data from exposure to external AI tools.
• Identifies and drives AI automation opportunities across engineering workflows — code generation, test automation, documentation, and operational runbooks — and builds adoption into delivery plans.
• Practical understanding of AI/LLM integration patterns relevant to provider domain applications: RAG, embeddings, agentic workflows (MCP), and AI-driven search for provider directory and credentialing use cases.
• Tracks AI adoption metrics across the team (AI-assisted development coverage, cycle-time improvement, defect reduction) and reports them as part of delivery governance.
• Ensures AI usage across all teams complies with data privacy and security requirements, particularly around PHI and sensitive provider and health plan data.

Preferred Qualifications

• Extensive experience in the US healthcare provider domain: provider credentialing, network management, provider directory, provider contracting, and roster management.
• Hands-on experience with FHIR R4 APIs (specifically Provider Directory / Da Vinci PDex Plan-Net), HL7 v2 messaging, and X12 EDI transactions (270/271, 837, 835).
• Experience with CAQH, PECOS, or similar provider credentialing platforms and data integrations.
• Familiarity with NCQA and CMS provider directory compliance requirements.
• Experience in a consulting or professional services environment with direct client relationship accountability.
• AWS Certified Developer or AWS Certified Solutions Architect certification.
• Familiarity with Microsoft Azure and hybrid cloud environments.
