Senior IT Vendor Management Analyst III-V
Lead Vendor Performance, Software Licensing, Technology Cost Management, and IT Process Excellence
Georgia System Operations Corporation (GSOC) is seeking a Senior IT Vendor Management Analyst III-V to support Shared Services IT across GSOC, Oglethorpe Power Corporation (OPC), and Georgia Transmission Corporation (GTC).
This hands-on role owns the day-to-day lifecycle of technology vendors, software licenses, renewals, cost allocation, and chargeback reporting while supporting ITIL and ITSM processes, internal controls, audit readiness, and continuous improvement. The Analyst partners with IT, Procurement, Legal, Finance, Cybersecurity, product teams, auditors, and suppliers to improve commercial outcomes, maintain reliable records, strengthen compliance, and reduce operational risk.
Candidates will be considered at Level III, IV, or V based on experience, demonstrated capability, and alignment with the official IT Controls and Processes Analyst job family.

What You'll Do
You will:
- Develop and mature the IT vendor management program, including segmentation, onboarding, performance reviews, issue escalation, and risk coordination.
- Serve as the relationship owner for software publishers, hardware manufacturers, resellers, service providers, and other technology partners.
- Maintain a trusted repository of IT agreements and a renewal calendar covering terms, notice deadlines, escalators, and decisions.
- Review license terms, order forms, renewal quotes, entitlements, utilization, and commercial or compliance risks with Legal, Procurement, product teams, and IT asset management.
- Coordinate software deployment reconciliation, true-ups, publisher audits, subscription tracking, and identification of redundant or unused spend.
- Plan and support RFPs, competitive bids, supplier evaluations, negotiations, requisitions, purchase orders, and onboarding.
- Maintain technology cost-allocation and chargeback methods, validate invoices, resolve questions, and support budgets, forecasts, and FinOps-aligned cost optimization.
- Manage assigned ITIL and ITSM processes and provide backup support across vendor, license, asset, change, incident, or related process areas.
- Support IT internal controls by documenting controls, curating evidence, assisting with audits, tracking remediation, and maintaining audit-ready records for SOX, NERC CIP, and other requirements.
- Administer and improve ITSM, GRC, contract-management, SaaS-management, or IT asset-management tools and workflows.
- Develop procedures, dashboards, and metrics for vendor performance, renewals, IT spend, cost avoidance, chargebacks, licensing, process performance, and compliance.
At advanced levels, this role may also:
- Lead complex negotiations, strategic sourcing, enterprise renewal planning, and technology cost-optimization initiatives.
- Serve as a subject matter expert for vendor management, software asset management, ITSM processes, controls, compliance, audit readiness, and reporting.
- Lead cross-functional improvements and mentor analysts on vendor performance, licensing, controls, audit evidence, chargebacks, and process-management practices.
- Influence chargeback, licensing, vendor-risk, cost-transparency, process-maturity, and control strategies.
What You Bring
- Bachelor's degree in Business, Supply Chain, Information Technology, Finance, Computer Science, Engineering, or a related field. An equivalent combination of education and directly related experience may be considered.
- Experience in IT vendor management, technology sourcing, IT procurement, software asset management, IT service management, IT controls, compliance, or a related area.
- Working knowledge of software licensing models, entitlement documents, contract terms, renewal quotes, and vendor-service commitments.
- Experience negotiating with technology vendors or supporting competitive bids, sourcing, renewals, and commercial decisions.
- Analytical experience involving spend, cost allocation, chargebacks, budgeting, forecasting, invoice validation, or cost optimization.
- Strong organization, customer service, judgment, attention to detail, written and verbal communication, and cross-functional collaboration.
- Analyst III: Ideally 4+ years of experience working with ITIL and ITSM processes, IT controls, compliance, or related areas and/or approximately 8+ years of relevant experience may be considered.
- Analyst IV: Ideally 6+ years of experience working with ITIL and ITSM processes, IT controls, compliance, or related areas and/or approximately 10+ years of relevant experience may be considered.
- Analyst V: Ideally 8+ years of experience working with ITIL and ITSM processes, IT controls, compliance, or related areas and/or approximately 12+ years of relevant experience may be considered.
Preferred Qualifications
Vendor, Licensing & Commercial Management
- Experience managing vendor relationships, performance reviews, escalations, renewals, contracts, entitlements, true-ups, or publisher audits.
- Experience with SaaS subscription management, usage optimization, software asset management, technology RFPs, negotiations, or procurement.
Technology Cost Management & FinOps
- Experience with cost allocation, chargeback, budgeting, forecasting, invoice validation, cloud-cost management, or FinOps.
- Experience identifying savings or cost avoidance through negotiation, consolidation, license optimization, or elimination of unused services.
ITSM, Controls & Audit Support
- Knowledge of ITIL and ITSM processes and experience as a day-to-day process manager or process analyst.
- Experience documenting controls, curating evidence, supporting audits, tracking remediation, or working in a regulated environment.
- Experience with ServiceNow, Ivanti, Power BI, GRC, ITAM, SaaS-management, or comparable tools.
Certifications
- ITIL Foundation, IAITAM, FinOps Certified Practitioner, CPSM, CISA, CRISC, Lean Six Sigma, PMP, Scrum, COBIT, or related credentials are preferred but not required.
Leveling Overview
- Analyst III - Manages and oversees specific ITIL and ITSM processes independently, ensuring alignment with organizational objectives and compliance standards. Serves as a lead for one or more key processes, such as asset management or change management. Validates IT controls, curates audit evidence, and collaborates with auditors. Maintains and enhances ITSM and GRC tools and leads efforts to improve process efficiency and effectiveness.
- Analyst IV - Leads multiple ITIL and ITSM processes and serves as a subject matter expert in IT controls and compliance. Provides guidance on the design and implementation of IT processes and controls. Oversees complex process improvement initiatives and optimizes ITSM and GRC tools for process performance.
- Analyst V - Responsibility: Oversees the most critical ITIL and ITSM processes, ensuring they meet business and compliance requirements. Leads enterprise-wide initiatives to enhance IT processes and controls. Provides expert-level guidance on ITSM and GRC tools, driving adoption and optimization. Mentors junior analysts and facilitates training programs on ITIL processes and compliance standards.
