Location: Harrisburg, PA office
Work Arrangement: Hybrid - 40% Onsite / 60% Remote
Schedule: 8 hours/day, 5 days/week (40 hours/week)

Role Overview

The Pennsylvania Department of Health is seeking a senior-level IT Project Manager to lead implementation of an Electronic Health Record (EHR) for 59 State Health Centers and clinical staff supporting the Bureau of Community Health Systems, Bureau of Immunizations, and Bureau of Communicable Diseases. The role requires specialized knowledge of EHR/EMR environments, health informatics, health IT, large-scale project delivery, and the transition from system implementation into program operations and maintenance.

The Project Manager will own the effort from initiation through implementation, ensuring delivery remains on schedule, within the defined budget, and aligned with business, technical, and quality requirements. Candidates must reside in Pennsylvania and be able to work from the Harrisburg office two days per week, with off-site meetings at State Health Centers when requested.

Primary Responsibilities

  • Direct, administer, manage, and facilitate high-priority IT enhancements, business process re-engineering efforts, and development projects of strategic importance.
  • Drive the program implementation effort from start to finish while maintaining schedule, budget, technical, business, and quality commitments.
  • Manage projects through the applicable project management lifecycle and coordinate planning, design, programming, testing, and implementation activities.
  • Manage project activities with delivery cycles of approximately 8 to 12 months.
  • Develop project estimates across planning, analysis, design, construction, testing, and implementation activities.
  • Work with team leads to adjust and revise estimates as necessary and ensure new estimates receive client approval.
  • Develop detailed Project Management Plans and obtain approval and sign-off from customer representatives and affected stakeholders.
  • Maintain accountability for delivery of work tasks identified in the Project Management Plan and Project Schedule.
  • Develop project plans defining needs, major tasks, milestones, scope, resources, budget, and personnel.
  • Ensure project tasks provide value, support strategic direction, and meet service commitments.
  • Manage and track project progress against schedules, milestones, phases, work requests, target dates, and approved executable work packages.
  • Take corrective action when necessary to maintain schedule commitments.
  • Monitor project budgets and communicate relevant information to stakeholders.
  • Plan, organize, prioritize, and manage multiple work efforts across the project team.
  • Schedule or monitor status reviews, project management inspections, software quality assurance reviews, and work-product or process reviews with appropriate stakeholders.
  • Capture, report, analyze, and distribute required project management metrics and improvement-measure information.
  • Ensure scope changes follow the processes defined in the Project Change Management Plan and are documented appropriately.
  • Create, review, and obtain approval for the Communication Plan and Deliverables Matrix.
  • Prepare periodic status reports for project teams, team leads, group leads, sponsors, stakeholders, and senior leadership.
  • Follow HHS DC IT PMO methodology, standards, and procedures and support continual improvement of project management practices.
  • Mentor less experienced project management staff.
  • Coordinate closely with application, data warehouse, informatics, solution management, networking, security, and service management teams to identify and schedule implementation work.
  • Facilitate discussions between IT teams and vendors to ensure program-area needs and requirements are achieved.
  • Anticipate, identify, track, and manage risks and issues through the RAID+ Log and develop mitigation strategies through closure.
  • Build and maintain relationships with key stakeholders and customer representatives.
  • Serve as the primary point of contact for project-related issues and their resolution.
  • Communicate effectively with customers and software and hardware suppliers supporting the Commonwealth.
  • Communicate team assignments and help team members achieve project objectives.
  • Conduct final project management evaluation reviews with stakeholders.
  • Provide weekly project updates in accordance with HHS DC Daptiv guidelines.
  • Coordinate system testing with appropriate staff resources.
  • Deliver presentations as necessary.
  • Develop and facilitate achievement of project service commitments.
  • Balance project workload against team-member capacity and proactively engage management when needed.
  • Plan, coordinate, and conduct project-specific training and orientation activities.
  • Conduct peer reviews with appropriate project team resources.
  • Coordinate and present proposals as necessary.
  • Complete required weekly project and personal status reporting.
  • Establish a project SharePoint site and use Microsoft Teams for key project documentation.

Required Technical Skills

  • Advanced capability managing implementation of a new EHR system and transitioning the solution from implementation into program operations and maintenance.
  • Advanced command of EHR project planning, execution, monitoring, governance, scheduling, budgeting, risk management, and delivery controls.
  • Experience implementing an EHR in an environment transitioning from paper-based charting.
  • Strong knowledge and experience with EHR/EMR systems, health informatics, and health IT.
  • Expert capability managing technically complex initiatives involving project team members across multiple IT disciplines and vendor participation.
  • Active Project Management Professional (PMP) certification from the Project Management Institute, with a valid certification copy required for submission.
  • Proven experience leading large-scale projects through successful implementation.
  • Strong interpersonal capability when working with program areas and multiple IT teams to define requirements, analyze and resolve problems, and establish agreement on recommended solutions.

Preferred Qualifications

  • Familiarity and experience with programs and issues related to public health.
  • Practical experience with organizational change management (OCM) involving independent customers.
