As a Senior Infrastructure Cost Estimation Engineer, you will price and propose heavy civil work spanning roadway, underground utilities, drainage, and structural concrete for municipal, county, utility authority, state-funded, and private development owners.

    Core responsibilities at a glance

    • Analyze and quantify civil scopes; produce accurate, competitive estimates.
    • Perform detailed quantity takeoffs using Bluebeam and Excel.
    • Develop estimates in HeavyBid informed by production and historical data.
    • Scope and align subcontractor and supplier quotations.
    • Meet public agency requirements including DBE, HUB, and EEO.
    • Maintain up-to-date pricing libraries for labor, equipment, and materials.
    • Prepare complete proposals and submission packages.
    • Coordinate with operations leadership to validate assumptions and risks.
    • Lead vendor and subcontractor communication and documentation.
    • Maintain organized bid documentation and systems.
    • Improve SOPs, templates, workflows, and training content.
    • Engage in pre-bid and strategy sessions with owners and internal teams.
    • Lead and mentor the estimating team.
    • Support budgeting, negotiated work, and change orders.
    • Handle other estimating department priorities as assigned.

    What you will bring

    • Bachelor’s degree in Construction Management, Civil Engineering, or related discipline preferred.
    • 7+ years estimating heavy civil scopes: roadway, utilities, drainage, and structural concrete.
    • Experience with public infrastructure for municipal, county, utility authority, or state-funded owners; TxDOT experience preferred but not required.
    • Advanced proficiency in HeavyBid, Bluebeam, and Microsoft Excel.
    • Expert knowledge of public bid structures and participation programs (DBE, HUB, EEO) and the dynamics of competitive bidding.
    • Ability to analyze scope, complete takeoffs, assemble comprehensive proposals, and influence bid strategy.
    • Strong communicator with teams, subs, suppliers, and public stakeholders.
    • Highly organized, deadline-focused, and proactive about risk and process improvement.
    • Leadership experience, including mentoring junior estimators.

    Physical aspects of the job

    Primarily office-based with extended computer use and standard office equipment. Occasional site visits may require standing, walking uneven terrain, climbing stairs, working outdoors in varying weather, and lifting or carrying up to 20 pounds.
