Pay Range & Step: 116 - Step 1

Salary: $38.34/hour or $74,763.00/year

Starting salary is negotiable based on relevant years of work experience and education.

Job Description: This position serves as a specialist for Mental Health program activities having a leadership role in liaising with the criminal justice system.  This position is responsible for problem-solving with the courts, jails, collaborating with staff and providers, consumers, family members and other local and State agencies regarding complex individual situations. This position oversees development and maintenance of data driven solutions reducing the number of individuals with serious mental illness who are incarcerated.  

Essential Functions of Job:

  • Develop and maintain a tracking system to monitor individuals who have been engaged in the criminal justice system, working collaboratively with justice involved agencies.
  • Participate in CIT programming and participate in development of data tracking solutions and outcome monitoring.
  • Participate in specialty courts.
  • Provides education and assists with complex problem solving with courts, jails, providers, and families regarding needs.
  • Provide education and support in keeping with philosophy and values around the Stepping Up Initiative, recovery, and resiliency across the system to ensure values are adhered to in program development and management.
  • Serves as a Mental Health Delegate, making recommendations for emergency involuntary mental health treatment evaluation by a physician and needs to have knowledge of the Mental Health Commitment law and procedures.
  • May serve as the Mental Health lead with clinical staff at local hospitals, State Hospitals and community providers regarding treatment and rehabilitative options, commitment proceedings, appropriate placement, and long-term care for consumers to increase the opportunities for successful community integration rather than a justice system response.
  • Participate in committees and community coalitions, internal and external as requested by MH/IDD Administrator.
  • Provide Information and Technical Assistance regarding various programs and eligibility requirements to consumers, families, providers, State, and the public.  
  • Work with MH/IDD Administrator on identifying forensic program needs and developing and implementing services and budget review.
  • Provide community education, including lectures/panel presentations regarding mental health programs, recovery, and resilience.
  • Makes presentations for the public or outside agencies as needed.
  • Attends training sessions, meetings, or seminars as needed or required.
  • Operates computer and software program and other office equipment as necessary to carry out job duties.
  • Performs other job-related services as required.
  • Some evening or weekend work required as part of the job. 

 

Minimum Education and Training Required:

Education:

  • Bachelor’s degree in counseling, Social Work, Education, Human Services or related field.

  • Prior to employment, individual must receive clearances from: PA State Police, FBI, PA Child Abuse and Office of Inspector General (OIG). Must maintain clearances throughout employment.

Work Experience:

  • Three years of professional level experience working in appropriate field: OR one year as a Program Specialist 1 in the appropriate field, or any equivalent combination of experience and training. Quality Management experience preferred.  

Selection Criteria:

  • Meet the minimum experience and training for the job.
  • Meritorious service: defined as the absence of any discipline above the level of written reprimand during the 12-months preceding the closing date of the posting.
  • Clearances: Prior to employment, individual must receive clearances from:  PA State Police, FBI, PA Child Abuse, and Office of Inspector General (OIG).  Must maintain clearances throughout employment.
