Description:

The City of Thousand Oaks is seeking a seasoned Senior Human Resources Analyst to lead and manage critical HR programs that support employees and impact the entire organization. In this high-impact role, you will serve as a program manager responsible for effective HR program management including budgeting, vendor and contract oversight, data analysis, performance tracking, customer service delivery, and strategic planning. This position works closely with City leadership, departments, employees, and external partners to ensure responsive, compliant, and effective HR programs and services.

Based on your background, experience, and expertise, this position may be assigned to manage one or more of the following programs:

  • Recruitment, Selection, and Workforce Programs
  • Classification and Compensation
  • Human Resources Technology and Information Systems (HRIS) and Employee Benefits & Wellness

Examples of Duties

Primary Responsibilities:

  • Lead projects and the implementation of major HR programs and initiatives.
  • Research, recommend, draft, and revise HR policies and Standard Operating Procedures.
  • Provide expert-level staff guidance to City management and employees.
  • Ensure compliance with all relevant federal, state, and local employment laws associated with assigned programs.
  • Manage vendor contracts and relationships.
  • Collaborate with departments to align HR initiatives with organizational goals.
  • Develop and oversee communications, outreach, and promotional materials for HR programs.
  • Assist with the development, administration, and monitoring of the HR budget.
  • Supervise staff, as assigned, and support their training and development as assigned.
  • Maintain and support the City's personnel records and data systems.
  • Develop and monitor programmatic Key Performance Indicators and metrics and ensure accurate and timely programmatic reporting
  • Stay abreast of current trends, regulations, and best practices in human resources.
  • Oversee HR technology programs including HRIS administration, system implementations, vendor coordination, workflow optimization, data analytics, and user adoption.

The ideal candidate will be a dynamic and strategic HR professional with a proven track record in public sector human resources. This role is ideal for an experienced HR professional who can think strategically, lead complex initiatives, and help modernize HR programs, systems, and service delivery across the City. The ideal candidate will possess:

  • Strong expertise in HR program management across multiple functional areas.
  • Broad knowledge of employment laws, labor relations, and compliance requirements.
  • Strong communication skills and ability to build trust, influence stakeholders, and navigate complex organizational dynamics.
  • Initiative and independence, with the ability to lead programs from concept to execution.
  • A customer service mindset, ensuring employee needs are met with empathy and efficiency.
  • Ability to thrive in a collaborative environment and coordinate across departments and teams.
  • Ability to stay informed on the latest HR trends and innovations to improve service delivery and organizational effectiveness.

Education and Experience:

Education: A Bachelors degree from an accredited college or university with major course work in human resources, public administration, business administration, or a related field.

Experience: Five years of responsible professional level administrative and management analysis experience in human resources programs including two years at a level comparable to an Associate Human Resources Analyst, preferably with journey-level experience in recruitment and selection, classification and compensation, HRIS, and/or benefits and wellness.
