NATURE OF WORK
Serves the public with supervisory or specialized professional grant accounting or administrative work.
DISTINGUISHING FEATURES
Work of a general nature involves maintaining complex fiscal or related records, the internal auditing of accounting documents, and related work where professional accounting and grant skills are required. Work of positions in this class also involves overseeing and administering grant funds, coordinating fiscal operations regarding federal, state, and local grant programs. Work is completed both independently and in coordination with both internal and external parties.
Work is performed according to generally accepted accounting principles and within the framework of established laws, regulations, policies, rules, and procedures governing financial accounting, granting agencies, and reporting. Positions in the class may supervise a small number of accounting support positions.
ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)
Oversees the financial integrity, procedural standards, accounting processes, and financial compliance needs for successful projects and grants on behalf of the City, Partners, and the agencies participating.
Maintains financial accounting records for control and reporting of federal, state and local grant fund expenditures, in compliance with various laws, regulations, and funding agency requirements; prepares monthly, quarterly, and annual fiscal reports on the financial position of grants. Ensures compliance with all State and Federal grant financial regulations.
Assigns, reviews, and processes the work of accounting support position(s), processing payments to vendors, issuing refunds, billings, capital projects, and maintaining various databases.
Maintains and reconciles internal grant or program expenditure and budgetary control accounts; recommends revisions in the account structure; and prepares a variety of fiscal and accounting data for developing program, project, division or department budgets.
Coordinates and reviews fiscal procedures, policies, and processes with internal staff and external partners. May be an active participant in subaward audits and mandatory compliance trainings, as directed by awards.
Prepares reconciliation schedules and analyses for year-end financial audit. This includes review and recording of funds designated under local, state, and federal awards as well as compiling and organizing supporting documentation for awards.
Performs regular and timely financial draws on funds as expended and approved by each program from various state or federal systems.
Maintains financial data transfer of information to grant system.
Maintains reasonable and predictable attendance.
SUPERVISION RECEIVED
Works under the general supervision of the Accounting Manager or other administrative superior. Work is reviewed by observation and in progress for accuracy, completeness, timeliness and adherence to guidelines and requirements and is also subject to periodic external audit by state and federal agencies.
SUPERVISION EXERCISED
May exercise supervision over a very limited number of accounting or clerical support staff engaged in carrying out an assignment or segment of a system of broader scope. Supervisory responsibilities include assigning and evaluating work, resolving personnel problems, setting performance goals and standards, making hiring and disciplinary decisions, and performing other supervisory functions. Some positions in this class may not have supervisory responsibility, but orient new employees to the workflow of the department and are available to answer questions about more advanced or technical financial accounting.
WORKING CONDITIONS & PHYSICAL DEMANDS
Work is performed primarily in an office setting and is essentially sedentary with occasional walking, standing, bending, and carrying items under 25 pounds such as papers and files. Work requires periods of extended computer use and performing tasks with set deadlines and volume processing.
SUCCESS FACTORS (KSAs)
Knowledge of generally accepted accounting principles and practices, as applied to general government accounting, and related systems and procedures.
Considerable knowledge of government grants accounting, as required by the position.
Considerable knowledge of applicable federal regulations, OMB circulars, and other related documents used for monitoring grant programs, as required by the position.
Knowledge of enterprise fund accounting and capital improvement fund accounting, as required by the position.
Knowledge of computerized accounting systems and their use in assigned accounting system or subsystem.
Some knowledge of the principles and practices of employee supervision, as required by the position.
Knowledge of MS Office Suite or other word processing, spreadsheet and data base software standard that may be adopted by City departments.
Ability to operate computerized accounting, budgeting, and related programs.
Ability to generate and interpret financial reports.
Ability to make arithmetic computations and tabulations rapidly and accurately.
Ability to integrate and reconcile grants accounting requirements with the City's financial accounting system.
Ability to recognize and reconcile discrepancies in financial records.
Ability to prepare and maintain accurate and complete financial records and reports, and prepare records in advance of external financial audits.
Ability to communicate ideas clearly and concisely, both orally and in writing, with a diverse group of people.
Ability to establish and maintain effective working relationships as required by the work of the position.
Skill in the operation of a personal computer.
EDUCATION, TRAINING & EXPERIENCE
Graduation from an accredited college or university with a Bachelor's degree in accounting, finance or a related field and 1 - 3 years of financial accounting and reporting experience. State and Federal grant reporting experience preferred. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for the required experience.
NECESSARY SPECIAL REQUIREMENTS
Residency Requirement:
All employees (except Police and Fire) shall reside anywhere in Winnebago County or anywhere within fifteen (15) miles of the Rockford City Hall within six (6) months of completion of their introductory period, department heads and City Administrator shall live within the municipal boundaries of the City of Rockford within six (6) months of their completion of their introductory period.
