Position Overview
The City of Laguna Beach is seeking an experienced Senior GIS Enterprise & Public Safety Systems Consultant to provide ongoing administration, maintenance, integration, data stewardship, application support, and technical leadership for the City's enterprise Geographic Information Systems environment.
This is a highly visible and technically significant GIS role supporting the City's Information Services Department and GIS-dependent operations across multiple City departments. Of particular importance is the City's Public Safety environment, where GIS data supports emergency response and 911 dispatch operations.
The City is completing implementation of a dedicated Esri ArcGIS Enterprise environment integrated with Octave OnCall Dispatch (formerly HxGN On-Call Dispatch). The selected professional will help transition this environment from implementation into stable, ongoing operations while maintaining the accuracy, reliability, security, and availability of mission-critical GIS services.
This individual will be responsible for administering ArcGIS Enterprise, maintaining foundational spatial datasets, supporting GIS integrations with key City business applications, reconciling address data between public-safety and permitting systems, developing GIS applications and field solutions, automating GIS processes, and responding to GIS needs across City departments.
The ideal candidate will have significant experience supporting enterprise GIS within municipal/local government environments, with particularly strong experience involving Public Safety GIS, 911/CAD systems, ArcGIS Enterprise administration, address data, spatial data quality, Python automation, and enterprise application integrations.

Key Responsibilities
ArcGIS Enterprise Administration
- Administer, maintain, monitor, and troubleshoot the City's ArcGIS Enterprise environments.
- Maintain documentation of the current ArcGIS Enterprise architecture and configuration.
- Perform and/or coordinate ArcGIS Enterprise upgrades, updates, patches, and platform maintenance.
- Manage backups, system health, performance tuning, and general platform troubleshooting.
- Manage user accounts, permissions, provisioning, and deprovisioning.
- Monitor GIS services and applications for performance, availability, and reliability.
- Evaluate the ArcGIS Enterprise environment from a cybersecurity perspective and recommend appropriate mitigations.
- Coordinate implementation of approved cybersecurity remediation activities.
- Maintain stable public-facing and staff-facing GIS applications.
Public Safety GIS & CAD Integration
- Support the GIS integration with Octave OnCall Dispatch, formerly HxGN On-Call Dispatch.
- Maintain GIS datasets supporting emergency dispatch and public-safety operations.
- Maintain accurate and current:

- Ensure required GIS services and locators remain properly published and operational.
- Support automated processes used to update GIS information within the CAD environment.
- Troubleshoot GIS-related CAD issues and coordinate resolution with City IT and Public Safety.
- Maintain technical documentation of GIS/CAD integration architecture and processes.
- Participate in stabilization and closeout of any outstanding items remaining from the initial CAD/GIS implementation.
- Follow rigorous change-management procedures for modifications that could affect live 911 operations.
- Develop testing, validation, and rollback procedures before production changes.
Address Data Reconciliation
- Analyze differences between address information maintained within the City's CAD environment and Tyler Technologies Enterprise Permitting & Licensing (EPL).
- Identify structural, schema, formatting, and data-quality discrepancies between the two sources.
- Develop recommendations for establishing a sustainable authoritative address-data model.
- Recommend schema changes where appropriate.
- Implement approved reconciliation processes.
- Validate address information across both systems before production deployment.
- Develop repeatable processes to keep address sources synchronized.
- Maintain documented testing results and rollback procedures for changes affecting public-safety address information.
GIS Data Management & Stewardship
- Maintain the accuracy, completeness, and integrity of enterprise GIS datasets.
- Manage and maintain core spatial layers including:
- Parcels
- Addresses
- Streets
- Public works assets
- Planning boundaries
- Administrative districts
- Public-safety data
- Perform spatial data validation, quality assurance, reconciliation, and cleanup.
- Identify duplicate, incomplete, inaccurate, or conflicting GIS records.
- Develop new GIS datasets and layers based on departmental requirements.
- Establish repeatable data-maintenance and quality-control procedures.
- Support spatial data conversion and migration activities.
- Maintain metadata and appropriate GIS documentation.
Enterprise Systems Integration
Serve as the GIS technical point of contact for integrations between ArcGIS Enterprise and key City business applications.
Systems include:
- Octave OnCall Dispatch / HxGN OnCall
- Tyler Technologies Enterprise Permitting & Licensing (EPL)
- Asset management/work-order systems
- Laserfiche document management
- Other City enterprise applications requiring spatial information
Responsibilities include:
- Troubleshooting GIS integration issues.
- Maintaining integration documentation.
- Supporting APIs, services, scheduled processes, and automated data exchanges.
- Identifying opportunities to improve existing integrations.
- Coordinating technical changes with City IT, application owners, and Public Safety stakeholders.
GIS Application Development
- Evaluate existing City GIS mapping applications and identify opportunities for improvement.
- Develop and enhance internal and public-facing GIS applications.
- Create web maps, dashboards, applications, and spatial-analysis solutions.
- Build new GIS applications based on departmental business requirements.
- Troubleshoot application functionality and performance issues.
- Develop field-data collection solutions using Esri Field Maps or comparable technology.
- Design mobile GIS workflows for City personnel performing field operations.
Python, Scripting & GIS Automation
- Develop and maintain Python scripts supporting GIS operations.
- Automate recurring spatial-data processing and maintenance.
- Automate GIS data updates and validation.
- Support automated publishing and synchronization of GIS services.
- Develop repeatable ETL/data-conversion processes where appropriate.
- Reduce manual GIS administration through scripting and automation.

Citywide GIS Support
- Respond to GIS requests from City departments.
- Produce maps, reports, spatial analyses, and GIS products.
- Work with departmental stakeholders to translate business requirements into GIS solutions.
