Employment will not commence unless and until the contract is awarded and funding is confirmed.The Senior Financial Analyst serves as a subject matter expert in federal financial execution, complex funds management, and cost modeling for the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD). The analyst leads financial reporting, tracks multi-million-dollar program expenditures, and drives continuous process improvements across aviation and acquisition accounts.Core ResponsibilitiesStrategic Funds Management: Leads financial execution and tracking across complex reimbursable agreements, G-Invoicing orders, and interagency funding accounts.Cost Modeling & Unit Spreadsheets: Oversees the monthly unit spreadsheet reconciliations for the IBC Cost Model, ensuring strict adherence to monthly closing deadlines.Advanced Reconciliation & De-Obligations: Performs advanced analysis of Undelivered Orders (UDOs), identifies dormant obligations, and coordinates with Contracting Officers for fund de-obligations.System Integration & Error Resolution: Resolves complex GR/SES invoice imbalances, researches intricate payment/invoicing errors across FBMS and AIRS, and implements process enhancements to eliminate systemic bottlenecks.Stakeholder Consultation: Advises AQD leadership, finance teams, and Bureau customers on funding availability, billing trends, and compliance with federal appropriations standards.Minimum QualificationsExperience: Minimum of ten (10) years of relevant financial analysis, federal accounting, or budget execution experience.Domain Knowledge: Advanced mastery of FBMS, G-Invoicing, federal financial appropriations law, cost modeling, and advanced data visualization/analytics.Clearance & Suitability: Must be able to obtain and maintain a favorable Moderate Public Trust clearance. Must successfully participate in a government-conducted "Meet & Greet" evaluation prior to onboarding.Education & Citizenship: Bachelor's Degree required; Master's Degree preferred. Must be a U.S. Citizen with executive-level presentation and written communication abilities.Location: 100% Remote / Telework (Contiguous United States / U.S. Territories).
