Job Description and Duties
Are you interested in developing instream flow criteria to protect California's fish and wildlife? Do you have experience or a strong interest in fisheries or aquatic biology, hydrology, water rights, streamflow protection standards or water allocation decision making processes? Come join the Instream Flow Program's Flow Implementation Unit, where you will provide leadership and supervise scientists in the development and implementation of instream flow criteria using rapid assessment methods, perform data analyses, lead stakeholder outreach, and convey flow studies information.
Rapid flow assessment methods are used to develop watershed-wide instream flow criteria using hydrological tools developed by the California Environmental Flows Framework (CEFF). CEFF is an approach that provides technical guidance to help natural resource managers develop scientifically defensible flow criteria to protect aquatic ecosystems. The CEFF uses a functional flows approach, where functional flows are key aspects of the natural flow regime that perform important ecological and geomorphic functions, and provide the basis for the development of instream flow criteria on a watershed scale.
In this position, you would provide coordination, facilitation, stakeholder outreach, and technical support to regional CDFW teams on instream flow regime criteria development and implementation for priority streams statewide. Technical support would be provided to CDFW regional water managers and programs on appropriate flow regimes necessary to protect fish and wildlife for use in various types of internal and external water allocation decision making processes including regional instream flow negotiations, State Water Board water rights and Administrative Hearings Office hearings, water adjudications, and others. Strong organization, coordination, facilitation and technical writing skills and experience analyzing data are a plus. This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Beginning July 1, 2026, employees will be required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Working Conditions
Must be able and willing to conduct occassional seasonal fieldwork involving walking through stream channels in waders, hiking over uneven and possibly steep or wet terrain, carrying heavy equipment to survey and/or sample locations, and working extended hours with overnight stays. Ability to swim is required. Must be able to conduct office work involving use of a computer keyboard for several hours a day, usually sitting, but may involve walking or standing for brief periods of time. Must attend meetings and work with staff throughout the State. Must possess a valid driver's license, be able to operate a motor vehicle, and be willing to travel using a state vehicle (less than 40%). Occasional/frequent travel is/may be required within the state of California via private or public transportation (i.e. automobile, airplane, etc.). Travel may include overnight stay. May be required to wear a uniform identifying the employee as Department staff. This position is eligible for hybrid telework consistent with current State and Department policies in accordance with departmental policies and operational needs.
