Job Summary: The Senior Director, Program Management in the Regional Operations division of Congruex is a key leadership role responsible for building and establishing a program management function that unifies engineering and construction operations. This position will align operations into a cohesive, customer-facing organization while driving operational excellence through standardized processes, seamless delivery, and cross-functional collaboration. The Senior Director will establish best practices, foster coordination between engineering and construction teams, and create a single unified customer experience while ensuring compliance with industry standards and client expectations.
Duties/Responsibilities:
· Develop and execute program strategies that align with the company’s business objectives, ensuring that all large programs are managed in a cohesive and efficient manner.
· Provide leadership in the planning, initiation, and execution of multiple concurrent projects within a program, ensuring consistency and quality across the entire portfolio.
· Ensure that all programs are aligned with the organization’s strategic goals and client requirements, driving innovation, cost efficiency, and performance improvement.
· Lead and mentor a team of project managers, senior managers, and cross-functional leaders, ensuring effective collaboration and communication across all levels of the program.
· Ensure that each project within the program has clear objectives, roles, and responsibilities, and that team members are held accountable for their contributions to program success.
· Foster a culture of high performance, accountability, and continuous improvement within the program management team.
· Serve as a central coordinator and integrator for engineering and construction operations, ensuring coordinated delivery across project portfolios and unified customer engagement.
· Ensure that projects are delivered on time, within budget, and meet quality standards, including the successful implementation of technology, engineering, and construction solutions.
· Manage resource allocation and ensure that the necessary technical, financial, and human resources are available to support project goals.
· Take ownership of the financial management of the program, ensuring that budgets are established, monitored, and adhered to across all projects.
· Conduct regular financial reviews to ensure that costs are controlled and that the program stays within budget, making adjustments as necessary to avoid cost overruns.
· Oversee forecasting and tracking of program expenses, revenue, and profitability, and ensure timely invoicing and payment processes are followed.
· Identify and assess potential risks, including technical, financial, and operational risks, that could impact the success of the program.
· Develop and implement risk mitigation strategies to prevent or address issues that arise during program execution.
· Act as a point of escalation for unresolved issues and provide guidance to project teams in resolving complex challenges.
· Serve as the primary point of contact for key stakeholders, including senior leadership, clients, and external partners, ensuring that communication is clear and effective.
· Maintain strong relationships with clients, providing regular updates on program progress, and ensuring client expectations are met or exceeded.
· Manage any escalations from clients or stakeholders, addressing concerns and ensuring issues are resolved to maintain customer satisfaction.
· Ensure that all program activities comply with industry regulations, quality standards, and safety protocols.
· Work closely with quality control teams to ensure that the engineering and construction aspects of the program meet the required technical specifications and safety standards.
· Implement continuous quality improvement processes to optimize project outcomes and reduce inefficiencies.
· Oversee the development of program reports, including regular status updates, performance metrics, and financial summaries, for senior leadership, clients, and other stakeholders.
· Ensure that reporting is transparent, timely, and accurate, providing critical insights into program health, risks, and overall performance.
· Communicate any program changes, delays, or risks to stakeholders in a proactive and solution-oriented manner.
· Manage changes to scope, schedule, and budget, ensuring that change requests are properly documented, assessed, and approved.
· Oversee the impact of change requests on the overall program, ensuring that any adjustments are implemented effectively and do not disrupt program timelines or budgets.
· Drive a culture of continuous improvement, identifying opportunities to optimize program management processes and increase operational efficiency.
· Leverage technology and innovative tools to streamline workflows, improve decision-making, and enhance program outcomes.
· Encourage the adoption of new methodologies, such as Agile or Lean, where appropriate, to improve the management of telecom projects.
· Perform other related duties as assigned.
Required Skills/Abilities:
· Experience: Extensive program management experience within the telecom construction and engineering sector.
· Leadership: Proven ability to lead and mentor large teams, drive collaboration, and foster a high-performance culture.
· Financial Acumen: Strong background in budget management, forecasting, and financial optimization.
· Technical Expertise: In-depth knowledge of engineering and construction project delivery, program management methodologies, and operational integration strategies.
· Risk Management: Demonstrated ability to assess and mitigate technical, financial, and operational risks.
· Communication: Excellent ability to convey complex information to technical and non-technical stakeholders, including clients and senior leadership.
· Regulatory Knowledge: Deep understanding of industry regulations, quality standards, and safety protocols.
· Problem-Solving: Strong analytical and decision-making skills to address project challenges effectively.
Education and Experience:
· Bachelor’s degree in Engineering, Construction Management, Telecommunications, Business Administration, or a related field is required.
· Master’s degree (MBA or related technical discipline) is preferred and may substitute for some experience.
· Minimum of 10–15 years of progressive experience in program or project management within engineering and construction, with at least 5 years in a senior leadership role establishing program management functions or transforming organizational structures.
Physical Requirements:
· Work is primarily performed in an office setting with occasional site visits to telecom infrastructure projects.
· Ability to travel as needed to project sites, client meetings, and company locations.
· Requires the ability to work under tight deadlines, manage multiple priorities, and adapt to fast-paced environments.
