The Senior Deputy Clerk is a highly responsible senior executive leadership position reporting directly to the Clerk of the Court and Comptroller, with executive oversight of assigned departments and major organizational functions. The position serves as a key member of the Clerk's executive leadership team and is responsible for advancing the Clerk's vision, mission, strategic priorities, and organizational goals across the areas under their leadership. The incumbent assists in the planning, direction, and coordination of operations within the organization. The role involves providing executive oversight of daily operations and administrative/financial activities across various court divisions, including civil, criminal, traffic, and family courts. This role will also support the Clerk's ex-officio functions. Working under the general direction of the Clerk of the Court and Comptroller, the incumbent exercises considerable independent judgment and decision-making authority and is held accountable for the achievement of strategic, operational, and organizational goals and objectives. This position provides leadership and direction to a large and diverse team through multiple tiers of leadership and ensures compliance with legal, procedural, and administrative requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provide executive leadership and strategic direction to assigned Department Directors and senior leaders involved in daily operations pertaining to:
Record maintenance and safeguarding
Trial support
Court calendar management
Processing and issuing court-related documents
Collection and accounting of fees, bonds, and revenues
Translate the Clerk's strategic direction and priorities into actionable organizational and departmental objectives and oversee their implementation across assigned areas of responsibility.
Monitor/evaluate operational activities and performance effectiveness of criminal, civil, traffic, and family courts through regular communication with leadership staff.
Promote accountability, collaboration, service excellence, innovation, and continuous improvement across assigned departments and ensure effective coordination of initiatives that span multiple organizational functions.
Assist in the preparation and review of the annual budget, including capital and personnel expenditure approvals.
Participate in the development and implementation of policies and procedures across the court system.
Represent the Clerk in administrative and procedural matters during their absence.
Manage special projects and operational mediation.
Act as liaison to county departments, agencies, boards, organizations, and associations.
Participate in Labor Management meeting/negotiations and support employee relations through policy development.
Support the Clerk's General Counsel by conducting research and providing operational insights.
Exercise signatory authority for personnel actions and oversee staffing matters, including hiring, promotions, discipline, performance evaluations, and time approvals.
Prepare various narrative and statistical reports, including the Clerk's Annual Report.
Attend disciplinary hearings and provide expert testimony on rules and procedures.
KNOWLEDGE, SKILLS, AND ABILITIES
Extensive understanding of the Clerk's ministerial and administrative functions, including applicable statutes and procedural rules.
In-depth knowledge of Florida Statutes, Rules of Court, and Administrative Orders.
Strong grasp of the goals, structure, and operational functions of the circuit and county courts.
Proficient in budget planning and administration.
Familiarity with personnel policies and public relations practices.
Effective leadership and management skills to direct complex operations through multiple supervisory levels.
Ability to analyze and interpret legal and procedural documentation, including Florida Statutes.
Strong organizational, strategic planning, and problem-solving abilities.
Ability to exercise discretion and sound judgment in implementing departmental rules and policies.
Ability to provide executive leadership and direction to Department Directors and other senior leaders responsible for complex and diverse organizational functions.
Ability to lead across organizational boundaries, foster collaboration among departments, and drive accountability for organizational results.
Excellent verbal and written communication skills.
Proven ability to foster effective working relationships with elected officials, judiciary, staff, and the public.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Work is primarily office-based with extended time at a computer. May involve light lifting (up to 10 lbs).
