We are seeking an experienced
Senior Construction Project Manager to lead complex capital construction and renovation projects from initial planning and design through construction, closeout, and final billing.
This is a senior-level owner's representative position responsible for managing architects, engineers, consultants, general contractors, project budgets, schedules, procurement activities, regulatory requirements, and internal stakeholders.
The ideal candidate has a strong background in capital improvement projects, multifamily or affordable housing, public-sector construction, design management, contract administration, and construction compliance. Experience working with HUD-funded projects, LIHTC developments, Davis-Bacon requirements, or other federally funded construction programs is highly desirable.
The Senior Construction Project Manager will be accountable for delivering multiple projects concurrently while maintaining control of scope, schedule, budget, quality, safety, regulatory compliance, and stakeholder expectations.
Key Responsibilities
- Manage multiple complex construction and capital improvement projects from project inception through design, procurement, construction, closeout, and final billing.
- Serve as the primary owner-side project representative coordinating architects, engineers, consultants, contractors, internal departments, and regulatory agencies.
- Develop and manage project scopes, schedules, budgets, cost controls, deliverables, and resource requirements.
- Monitor project performance and proactively address schedule delays, cost overruns, design conflicts, quality concerns, and other project risks.
- Manage construction contracts, change orders, contract modifications, payment issues, punch lists, closeout documentation, and final project acceptance.
- Lead the administration of architectural and engineering design contracts.
- Coordinate internal design reviews and evaluate drawings and specifications for constructability, value engineering opportunities, code compliance, scope completeness, and cost effectiveness.
- Manage architects of record, engineers, technical consultants, and general contractors from Notice to Proceed through project completion and final payment.
- Coordinate permitting and design-review activities with applicable local building departments, fire officials, and other regulatory agencies.
- Ensure construction documents comply with applicable federal, state, and local building codes, fire codes, regulations, funding requirements, and program guidelines.
- Support procurement activities, including development of scopes of work, technical specifications, bid documents, procurement packages, and consultant/contractor requirements.
- Prepare and review independent construction cost estimates, project budgets, forecasts, and cost-benefit analyses.
- Ensure applicable federally funded projects comply with prevailing-wage and labor-standard requirements, including Davis-Bacon requirements when applicable.
- Coordinate with asset management, development, finance, and other stakeholders to support LIHTC development requirements, construction milestones, leasing schedules, and regulatory compliance.
- Review contractor schedules, project progress, payment applications, change-order requests, submittals, and other construction documentation.
- Review project closeout packages, including as-built drawings, warranties, operation and maintenance manuals, punch-list completion, and final contract documentation.
- Develop and implement project-management standards, departmental procedures, performance metrics, and Key Performance Indicators (KPIs).
- Identify opportunities to improve construction-management, procurement, contracting, and project-delivery processes.
- Conduct research regarding construction best practices, regulatory requirements, project-delivery methods, costs, and operational improvements.
- Prepare clear executive-level project reports, presentations, dashboards, status updates, and briefing materials for senior leadership and governing stakeholders.
- Represent the Capital Construction team during project meetings, design meetings, contractor meetings, executive briefings, and stakeholder discussions.
- Mentor and provide technical guidance to project managers and other project team members.
- Capture lessons learned and assist leadership in developing project-management and construction training initiatives.
- Manage special capital programs and construction initiatives as assigned.
- Respond to urgent construction or property-related issues outside normal business hours when necessary.
Required Qualifications
- Bachelor's degree in Construction Management, Engineering, Architecture, Urban Planning, Public Administration, Public Policy, or a related field.
- Approximately 7+ years of progressively responsible construction project management, capital projects, design/construction administration, or owner's representative experience.
- Demonstrated experience managing projects from preconstruction/design through construction and closeout.
- Strong experience with construction contracts, change orders, project budgets, schedules, procurement, cost controls, and contractor management.
- Experience coordinating architects, engineers, consultants, contractors, government agencies, and internal stakeholders.
- Strong understanding of construction documents, plans, specifications, contracts, and project schedules.
- Working knowledge of applicable building codes, permitting requirements, construction practices, and life-safety/fire-code requirements.
- Proven ability to manage several projects simultaneously while meeting budget, schedule, quality, and compliance requirements.
- Strong leadership, negotiation, problem-solving, and conflict-resolution skills.
- Ability to identify project risks and develop practical corrective actions before issues significantly affect cost or schedule.
- Excellent written and verbal communication skills, including the ability to communicate complex construction matters to executives and non-technical stakeholders.
- Strong analytical skills with the ability to review costs, schedules, contracts, project performance, and regulatory requirements.
- Proficiency with Microsoft Office and standard construction/project-management technology.
- Valid driver's license and ability to meet applicable organizational driving requirements.

Ideal Candidate Profile
This position is best suited for a senior construction professional who can operate at both the project-management and strategic level.
The successful candidate will be comfortable walking an active construction site, reviewing drawings and change orders with contractors, challenging project costs and schedules, coordinating with architects and engineers, navigating regulatory requirements, and presenting project status and recommendations to executive leadership.
