General Overview:

Under general supervision from the Child Support Supervisor provides child support and customer services to the general public. In addition serves as a lead worker.

Required Qualifications:

Completion of a secondary education. Associates degree in court systems or related discipline. One year working at a Child Support Enforcement Agency as a Child Support Specialist, or equivalent combinations of training and/or experience.

Knowledge, Skills, and Abilities:

Obtain, verify and explain information in court proceedings and hearings. Attend court proceedings and hearings.. Analyze and solve problems of an interpersonal and fiscal nature, especially those that occur between the clients and the Agency. Read and understand legal and court documents. Effective communication skills both written and verbal in working with clients in person and on the telephone. Operate computer and keyboard. Job Duties Serves as senior Child Support Specialist by providing technical assistance to Child Support Specialist; to determine appropriate courses of action for establishment, enforcement review and adjustment and fiscal procedures. Assist in training of new workers assigned to a unit. Review court hearing logs and bring to the attention of Child Support Supervisor if coverage is needed for court hearings. Assist Child Support Specialist in preparation of court hearings, mistake of fact hearings and custody change hearings. Assist in review of referrals to Assistant Prosecuting Attorneys prepared by Child Support Specialist and assures investigation and documentation are complete. Provide assistance to Child Support Specialist when help is required to work a case. Perform child support services, which include absent parent location, paternity and support orders and review and adjustment of established support orders, and fiscal duties and adjustments. Explain court procedures, the legal process, child support polices and procedures, and the status and priority of individual cases to clients. Prepare information for presentation in court and/or administrative hearing, and appear at the hearing on the behalf of the Agency. Complete and calculate repayment agreements when the client has received child support improperly. Verify delinquencies and apply appropriate enforcement techniques to resolve. Contact delinquent payor by letter telephone, or personal interview.

ESSENTIAL JOB FUNCTIONS:

Perform functions related to support assistance (e.g. contacts Local Office of DJFS Staff to provide/obtain information and refer clients to appropriate job and family service units as situation requires). Verify support obligations and pay records in accordance with applicable court and administrative orders. Calculate arrearages and update support payment records. Complete audits and distribution on cases as needed. Performs other fiscal duties as assigned. Request adjustments for misapplied payments. Perform any other accounting adjustments as necessary, including distribution of funds between CP and ODJFS. Attempt to resolve problems with child support non-payment or welfare fraud payments. Request disbursement of funds when monies are due either absent or custodial parents. Includes escrowing funds, releasing funds from escrow, and special handling of cases. Receive complaints in person, by letter, fax or e-mail and by telephone regarding cases of child support and/or welfare fraud. Receive telephone calls from customers to address specific case related problems. Define the specifics of the question or complaint, and attempt to resolve matter for the customer(s). Prepare documents when necessary to refer customers to child support units. Assist customers with completion of forms and documents via the telephone. Maintain case status, track telephone calls, and update records on the computer and record issues on SFRC. Serves as Child Support Supervisor in short term absence of Child Support Supervisor. Provide assistance and information to clients and the general public in response to request received via telephone or in person. Serve as back-up to the CSEA Phone Bank. Performs other related duties as required.

Work Schedule: Monday - Friday; 8:00AM-4:30PM
