The Senior Business Systems Analyst works at the enterprise level, performing IT and data systems analysis to support agency-wide strategic and operational needs. The role turns complex business, technical, and data problems into practical solutions through well-defined requirements and user stories. It builds strong relationships across the agency and reports progress to senior leadership. The position reports directly to the Business Systems Analysis Manager on the Digital Transformation team. Roles and Responsibilities

• Build and maintain strong business relationships to present technology and data-driven solutions to critical organizational challenges
• Act as business relationship manager for specialized functional areas, giving strategic guidance and leadership to drive organizational change
• Partner with IT and data practitioners (Data Governance Manager, IT Project Managers, QA Testers) to develop detailed, high-quality requirements
• Bridge business and technical teams by translating complex technology and data concepts for the business, and business objectives for IT and the Digital Transformation division
• Lead efforts to reengineer systems and improve quality and efficiency by finding root causes and breaking down silos across business areas
• Work with cross-functional teams to advance interoperability across INDOT's systems, data, and processes
• Document business and user requirements with clear tech-to-business translation, so no solution areas are missed and defects are prevented during testing
• Plan advanced integrations at the enterprise and detailed levels, with research and planning within governance frameworks
• Support digital transformation strategic planning and help lead culture change within INDOT's Digital Transformation Team
• Manage expectations across customers, peers, vendors, and leadership to keep delivery aligned and smooth
• Follow established governance practices and promote their adoption across the organization

Experience

• 8 years as a business analyst, consultant, or similar role in technology or government
• 8 years of business analysis and problem solving in a consultative or project setting
• 8 years of cultivating and managing relationships with multiple stakeholders
• 8 years of creating and documenting business requirements and user stories
• 8 years working with Microsoft Office Suite (Word, PowerPoint, Excel)
• Experience with Azure DevOps (preferred)
• Experience with the Salesforce platform, including supporting business processes and eliciting and documenting requirements (preferred)
• Experience collaborating with technical and business stakeholders in a Salesforce environment (preferred)
