Job Summary:
The IT Business Systems Analyst serves as a liaison for assigned business areas, providing consultative guidance to help define and achieve business objectives through the analysis of business and user needs and the application of technology solutions. This role conducts feasibility studies, prepares user stories and business requirements, and writes system and programming specifications to support solution design. Responsibilities include providing input into cost estimations and project plans, preparing user acceptance criteria and test plans, conducting functional/user testing, and maintaining technical documentation (flow charts, models, procedures, user guides, scorecards, and reporting). The analyst performs root-cause analysis and issue resolution for ongoing operations, brings strong knowledge of the assigned business area and its supporting IT systems, and may participate on an agile development team. This role is assigned to complex projects, systems, or initiatives.
Project-Specific Focus:
- Support the design and execution of FHIR (Fast Healthcare Interoperability Resources) based APIs
- Support migration and onboarding of a new healthcare integration engine as a replacement for an existing middleware platform
- Collaborate with cross-functional teams (data services, identity/security, API management, and others) to design and build APIs within enterprise security standards
- Apply prior FHIR and interoperability experience to develop requirements, crosswalks, and testing in partnership with the vendor and associated teams
- Serve as subject matter expert and point of contact across multiple IT teams
- Play a key role in the end-to-end API solution
Key Responsibilities:
- Analyze business needs to determine technical requirements, identify impacted systems/processes, and evaluate alternative solutions
- Design, develop, document, test, or support modification of computer programs and systems
- Research and design solutions for general maintenance requests to resolve system problems
- Prepare detailed system requirements and support functional design for new and existing products/functionality
- Provide oversight and final review of design specifications
- Provide input into forecasting and project planning for scope/requirements documents and vendor contracts to minimize risk to on-time, cost-effective delivery
- Lead a systematic process for capturing requirements in a standard format that serves as the foundation for technical documentation
- Analyze current systems targeted for replacement/enhancement to determine business and technical functions for inclusion in design
- Prepare crosswalks for transforming input data to output, applying business rules
- Work with developers and IT staff to determine system components and functional data flow
- Validate design documentation with appropriate stakeholders and obtain approval
- Review final design documents to ensure they clearly convey work expectations
- Clarify design expectations, answer business and technical questions, and resolve complex issues by engaging appropriate parties
- Continuously assess systems for design impacts as business direction changes
- Provide consultative support for systems within the assigned product family
- Partner with developers and IT staff to ensure designs meet business and technical requirements
- Manage relationships with assigned vendors
- Prepare technical documentation and deliverables, including flow charts, models, procedures, user guides, scorecards, and reporting
- Ensure adherence to practices, standards, policies, and procedures
- Develop test scenarios and test cases; execute testing across system components
- Prepare complex test strategies for comprehensive coverage; provide SME-level guidance to junior analysts on test strategy and scenarios
- Develop and document contingency plans for identified risks or roadblocks
- Build consensus and relationships across business, IT, and business relationship management teams
- Other duties as assigned
Required Qualifications:
- 3-5 years of experience in application development, testing, and/or business/systems analysis
- Strong knowledge of MS Excel and MS Visio
- Ability to write simple to complex SQL queries
- Experience in healthcare
- Experience with Agile, Waterfall, or hybrid methodology
- Experience analyzing and creating requirements for a healthcare integration/middleware platform
- High school diploma or GED
Preferred Qualifications:
- Experience with InterSystems (particularly InterSystems IRIS for Health) as a healthcare integration/interoperability tool
- FHIR and broader healthcare interoperability experience, including familiarity with transaction types such as CCDA and ADT
