Senior Business Systems Analyst, Applications/Software Development
Pay Rate: $85.06 per hour
Location: Austin, TX 78701
Work Arrangement: Hybrid, Onsite and Telework
Contract Dates: September 1, 2026, through August 31, 2027
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays
 
About the Role
Our client is seeking an experienced Senior Business Systems Analyst to support multiple enterprise technology initiatives focused on systems analysis, data analysis, requirements management, documentation, and application modernization.
 
This senior-level role serves as a critical liaison between technical teams, program stakeholders, and business areas. The Business Systems Analyst will analyze complex business and system processes, translate business needs into detailed system, data, functional, and technical requirements, and ensure requirements are accurately implemented and validated throughout the Software Development Life Cycle, SDLC.
 
The ideal candidate brings significant experience working with relational databases, SQL, data validation, technical requirements, and complex IT projects. This position requires strong analytical capabilities, excellent written communication, and the ability to independently lead requirements and elicitation activities involving multiple technical and business stakeholders.
 
Key Responsibilities
  • Lead requirements elicitation and analysis sessions with business stakeholders, technical teams, vendors, and other project participants.
  • Analyze user needs, business processes, pain points, system functionality, and application capabilities to identify opportunities for system improvement and modernization.
  • Conduct requirements gathering using JAD sessions, stakeholder interviews, document analysis, surveys, use cases, workflow analysis, and other structured elicitation techniques.
  • Translate business and technical information into clear, detailed business requirements, functional requirements, system requirements, technical requirements, use cases, user stories, and software requirements specifications.
  • Analyze data used in application processing and reporting to identify discrepancies, validate calculations, document system logic, and support issue resolution.
  • Use SQL and query tools to retrieve, validate, reconcile, and analyze application and reporting data.
  • Document data requirements, business rules, validation logic, calculations, data definitions, and system processing requirements.
  • Develop wireframes, mockups, process flows, and other visual documentation to communicate proposed system functionality.
  • Collaborate with developers, architects, infrastructure teams, vendors, and business stakeholders throughout the SDLC.
  • Support solution design decisions by ensuring proposed solutions align with documented business, functional, technical, data, and integration requirements.
  • Validate system behavior and confirm implemented functionality meets approved requirements.
  • Manage requirements throughout the project lifecycle, including requirements traceability, status tracking, change control, and post-implementation enhancements.
  • Use Atlassian Jira and requirements management tools to support SDLC activities, change control, requirements tracking, and project communication.
  • Support large-scale, complex technology initiatives involving multiple stakeholder groups and interdependent systems.
  • Promote business analysis standards and best practices and provide guidance or mentorship to peers and colleagues.
  • Exercise independent judgment and initiative when planning and completing assigned work.
 
Required Qualifications
Candidates must meet or exceed the following minimum requirements:
  • 8+ years of experience with relational database concepts, including understanding how application data is stored, structured, related, and accessed.
  • 8+ years of experience analyzing data used in system processing and reporting to identify issues and document application or business logic.
  • 8+ years of experience using SQL or comparable query tools at a basic-to-intermediate level to retrieve, validate, analyze, and reconcile data.
  • 8+ years of experience leading requirements elicitation meetings and developing detailed system and technical requirements.
  • 8+ years of experience documenting data requirements, data definitions, business rules, validation logic, and system or reporting requirements.
  • 5+ years demonstrating strong communication, stakeholder engagement, and meeting facilitation skills.
  • 5+ years demonstrating strong technical writing, documentation, and organizational skills.
  • 5+ years of experience collaborating with developers, architects, vendors, infrastructure teams, and other technical resources throughout the SDLC.
  • 3+ years of experience supporting large-scale or complex IT projects involving multiple stakeholders.
 
Preferred Qualifications
  • 3+ years of documented professional experience using Atlassian Jira for issue, project, or requirements tracking.
  • 3+ years of documented professional experience using Modern Requirements or comparable requirements management functionality.
  • 2+ years of experience working for or closely with a state, federal, or local education agency, or an education technology vendor.
