Senior Army Plans and Operations Lead
Location: Fort Belvoir, Virginia | Clearance: Active Top Secret with SCI eligibility
Position Summary
We are seeking a senior Plans and Operations Lead to serve as the operational integrator for a prospective Army cyber program. This position turns leadership priorities into coordinated actions, schedules, decisions, and cross functional execution across the program office.
What You Will Do
• Manage the integrated operating rhythm, plans, master schedules, synchronization products, milestones, and decision points.
• Translate leadership priorities into clear taskers, owners, actions, backlogs, and due dates across functional and technical teams.
• Maintain visibility across capability development, software releases, integration, authorization, testing, fielding, sustainment, and emerging mission demands.
• Facilitate working groups, integrated product teams, synchronization meetings, leadership reviews, and operational planning sessions.
• Advance Agile adoption by connecting leadership priorities, team backlogs, dependencies, impediments, delivery metrics, and recurring Government feedback without replacing product level Scrum Masters.
• Use Government approved AI and automation tools, including Claude for Government, Power BI, Dataverse, SharePoint, and Teams where available, to improve task management, meeting products, decision tracking, dashboards, reporting, and knowledge sharing.
• Plan and synchronize demonstrations, exercises, operational assessments, test events, releases, and capability fielding.
Required Qualifications
• U.S. citizenship, active Top Secret clearance, and eligibility for SCI access.
• Eight or more years of directly relevant plans, operations, integration, or program management experience.
• Bachelor's degree in a relevant discipline or equivalent additional professional experience.
• Army, Department of War, headquarters, program office, or comparable national security operations experience.
• Experience coordinating program, acquisition, financial, engineering, cybersecurity, logistics, training, and operational stakeholders.
• Strong executive briefing, decision product, action tracking, schedule integration, and operational planning skills.
Preferred Qualifications
• Army or broader Department of War experience supporting Offensive Cyberspace Operations, Defensive Cyberspace Operations, cyber capability development, or related mission programs.
• PMP, ITIL, Lean Six Sigma, Agile, or comparable process management credential.
• Experience leading practical Agile adoption and using AI, automation, analytics, or collaboration tools to improve PMO operations.
