Senior Analyst, Transit Operations

Halifax Regional Municipality is inviting applications for the permanent position of Senior Analyst, Transit Operations with Halifax Transit.

Under the general direction of the Director, Transit Operations, the Senior Analyst, Transit Operations provides expert advice and support in the data analysis, financial, operational and staffing performance of the Halifax Transit Operations Department. The Senior Analyst, Transit Operations leads the Halifax Transit Operations Department in quality assurance and service improvement initiatives and is responsible for the implementation of continuous improvement initiatives that result in quantifiable business improvements. The Senior Analyst, Transit Operations baselines current processes using the principles and practices of lean six sigma to develop strategies for eliminating waste, reducing defects, and improving customer service.

The scope of the Senior Analyst, Transit Operations extends beyond that of Halifax Transit's Operations function to other functions that provide inputs and receive outputs from Operations, including the end customer, so that every effort is made to continuously improve on performance, productivity, service reliability, resource utilization, and ensure the organization is receiving value for money.

The Senior Analyst, Transit Operations audits internal processes to ensure that changes implemented have been adopted and result in forecasted benefits. This position oversees Halifax Transit Operation's department adoption of quality improvement initiatives and is a key collaborator with Halifax Transit's Technical Services in associated change management and transition efforts needed for technology enhancements, including Hastus, Trapeze and Transit Master systems within Transit Operations.

The Senior Analyst, Transit Operations monitors data and results from systems and processes to make high value changes and/or recommendations that are fully supported by research and benchmarking, cost/benefit analysis and other economic indicators.

The Senior Analyst, Transit Operations institutes, with input from stakeholders, key performance indicators for all levels of management and provides monthly reports regarding the business unit's performance against established targets and is responsible for the tracking and trending of cost data related to the Operations department.

DUTIES AND RESPONSIBILITIES:

Research and Benchmarking

• Researches best practices and recommends data driven changes to improve efficiencies within the Operations department.
• Collects and analyses information; presents findings on complex issues. Coordinates and performs research as required for the preparation of reports and business cases.
• Conducts benchmarking of other Transit properties for industry best practices as it relates to Operations procedures, key performance indicators and service delivery.
• Develops data collection protocols for tracking and compiling data.
• Conducts meetings with management, staff, and internal service providers to identify opportunities (business improvement or technology) that align with business strategy.
• Designs and produces feasibility studies, business plans and project plans to support initiatives.
• Conducts cost/benefit analysis on economic financial indicators.

Operations Policy Development

• Facilitates the creation and development of operational programs, policies and procedures.
• Develops and maintains Halifax Transit Operations policies and standard operating procedures.
• Standardizes policies and procedures between locations between service streams where possible i.e. Conventional, Paratransit and Ferry Operations.

Business Analysis and Quality Assurance

• Responsible for tracking trending performance results against established targets.
• Identifies data anomalies and provides clear reporting of trends and opportunities to department management.
• Demonstrates technical expertise, creativity and sound judgement by assuming the lead role in the implementation of processes and quality improvement initiatives in an effort to continually improve service delivery and minimize service disruptions.
• Assumes a proactive role in troubleshooting internal processes with a focus on continuous quality improvements and consistency that will increase efficiency, enhance quality and/or reduce costs.
• Implements a quality service approach within business unit to ensure the highest level of citizen/client satisfaction.
• Defines current and future workflow processes, business processes, and business requirements.
• Makes appropriate recommendations that will positively impact operational effectiveness.

Project Management/Change Management

• Responsible for the implementation of projects, quality initiatives and associated business change management activities on behalf of the Operations department, collaborating with Halifax Transit's Technical Services team to support the smooth transition of information and assets from legacy systems, into updated systems and HRM's corporate systems and tools.
• Provides leadership during transition from project phase to operations; provides support to operational supervisors in managing through the learning curve.
• Designs and implements processes to improve communication within department and with external clients.
• Communicates effectively; builds relationships and cross-functional teams that are conducive to customer, department and organizational needs.
• Responsible for the development of information for distribution to the organization and general public: PSA's, Council Reports, Corporate Website.

Business Planning & Performance Measurement

• Co-ordinates annual business planning process for Operations.
• Assists in developing strategic goals and processes to bring positive changes to transit operations workflow and procedures.
• Provides input and expertise regarding capital plan procurements.
• Designs and implements, with input from stakeholders, a performance management/measurement framework with dashboards for all levels of management within the department.
• Develops feasibility studies and business cases to support investment for initiatives with a positive payback.

May perform other related duties as assigned.

QUALIFICATIONS:

Education & Experience:

• University degree in business administration, public administration or Industrial Engineering required; graduate degree in aforementioned disciplines highly desired. An acceptable combination of experience and skills in quality assurance, quality control methodology within a complex Operations environment may be considered.
• Five years of experience in data analysis, operational business analysis in a complex Operations environment.
• Five years' experience in a computerized office environment with proficiencies in current versions MS Office; advanced skills in Excel required.
• Three years' experience in public transit and service delivery.
• Experience required with following business systems: SAP, MS Project, MS Visio, Power BI
• Lean Six Sigma education with Greenbelt certification required.
• Education and experience associated with project management, analytical thinking, problem solving and multi-tasking.
• Comprehensive knowledge of performance management related to operations management.

WORK STATUS: Permanent, full-time.

HOURS OF WORK: Monday to Friday, 35 hours per week. Additional overtime determined by operational requirements.

SALARY: Non-Union Level 8, $90,466 - $117,079. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
