Summary: This position leads engagement activities that strengthen overdose preparedness among state and territorial health agencies. The Senior Analyst manages collaborative projects, facilitates learning opportunities, provides technical assistance, and fosters engagement among jurisdictions, providers, consultants, federal partners, and national organizations to strengthen public health preparedness and response capacity.

Principal Functions:
Engagement & Technical Assistance
- Leads engagement initiatives that strengthen overdose preparedness among state and territorial health agencies
- Builds and sustains engagement with jurisdictions, providers, consultants, federal partners, and national organizations
- Develops and maintains professional learning networks and communities of practice that promote collaboration and knowledge exchange
- Provides and facilitates technical assistance that supports preparedness planning, implementation, and continuous improvement
- Fosters peer learning and collaboration among participating jurisdictions and partners
- Leads coordination and ongoing engagement of professional networks and communities of practice that support overdose preparedness
- Develops strategies to strengthen participation, peer exchange, and sustained engagement across professional networks and learning communities
Learning & Workforce Development
- Leads planning, implementation, and facilitation of learning networks, virtual learning series, workshops, and other educational activities
- Coordinates participant recruitment, communications, scheduling, and ongoing engagement
- Develops and maintains professional learning networks and communities of practice that promote collaboration and knowledge exchange
- Designs learning experiences that promote knowledge exchange, collaboration, and application of promising practices
- Supports workforce development through provider education, peer learning opportunities, and other engagement activities
- Leads coordination and implementation of virtual learning and provider education initiatives, including engagement of subject matter experts, faculty, and participants
- Facilitates learning sessions and other educational activities that support knowledge exchange and application of promising practices
Project Leadership & Implementation
- Leads planning, facilitation, implementation, and coordination of assigned project activities
- Develops workplans, agendas, facilitation guides, presentations, participant resources, and other project deliverables
- Coordinates implementation with jurisdictions, consultants, subject matter experts, federal partners, and internal ASTHO teams
- Monitors project timelines, deliverables, and implementation progress to ensure successful completion of assigned activities
Evaluation & Continuous Improvement
- Supports project evaluation activities by monitoring implementation progress, documenting lessons learned, and identifying opportunities for continuous improvement
- Prepares progress reports, summary reports, and other project deliverables
- Incorporates participant feedback and evaluation findings to strengthen future project activities, learning opportunities, and engagement strategies
Collaboration & Dissemination
- Collaborates across ASTHO teams and with external partners to support successful project implementation and dissemination
- Represents ASTHO by facilitating meetings, workshops, conference sessions, and technical assistance engagements
- Contributes to conference presentations, publications, case studies, webinars, podcasts, and other dissemination activities
- Promotes project resources and promising practices through national meetings, partner engagement, and other communication opportunities
Qualifications:
- Master’s degree in public health, public policy, health administration, social sciences, or related field preferred
- Minimum 3 years of progressively responsible experience in public health, overdose prevention, substance use, injury prevention, emergency preparedness, workforce development, or related field
- Strong organizational and project management skills, with the ability to manage multiple priorities and meet deadlines
- Experience designing and facilitating workshops, learning collaboratives, technical assistance activities, or other adult learning opportunities
- Experience building and sustaining collaborative relationships with state, territorial, tribal, local, or national partners
- Experience coordinating learning networks, communities of practice, partner engagement initiatives, or other collaborative public health activities
- Knowledge of overdose prevention, substance use, public health preparedness, or related public health topics
- Experience supporting project evaluation, performance measurement, and preparation of project reports and other deliverables
- Excellent written, verbal, facilitation, and interpersonal communication skills including the ability to communicate effectively with a variety of audiences
- Strong organizational and project management skills, with the ability to manage multiple priorities and meet deadlines
- Demonstrated ability to work collaboratively across multidisciplinary teams and build productive relationships with internal and external partners
- Ability and willingness to travel a minimum of 5% and up to 10% of the time
