Location: Harrisburg, PA
Work Arrangement: Hybrid - 20% Onsite / 80% Remote in Harrisburg, PA, with a minimum of one onsite day per week and flexibility for up to five onsite days per week if management requires
Schedule: 8:00 AM - 5:00 PM; may require participation in a 24x7x365 on-call rotation

Role Overview

PHEAA is seeking a Senior AI Platform Engineer to serve as a senior technical subject matter expert across Microsoft Copilot, Microsoft Foundry, Microsoft Power Platform, AWS AI infrastructure, and related enterprise AI technologies. The role covers AI platform architecture, design, implementation, administration, advancement, integration, governance, automation, information protection, and ongoing operational support.

The engineer will operate with a high degree of independence and technical authority, helping establish architectural standards and engineering practices while evaluating emerging AI capabilities and partnering with business and technical stakeholders. The position is based in Harrisburg, Pennsylvania, requires Pennsylvania residency, and supports AI-enabled solutions intended to improve operational efficiency, reliability, productivity, and business-process outcomes.

Primary Responsibilities

• Provide senior-level engineering expertise for Microsoft Copilot, Microsoft Foundry, Power Platform, related AI technologies, and AWS AI technologies.
• Perform design, configuration, optimization, and lifecycle administration of AI services in accordance with industry standards, best practices, and Agency security requirements.
• Develop architectural standards, governance models, operational processes, and technical documentation for AI platforms.
• Provide advanced troubleshooting and escalation support for complex AI platform issues.
• Develop advanced automation solutions to improve operational efficiency, consistency, and reliability.
• Evaluate Microsoft and AWS AI roadmap changes and emerging technologies to identify opportunities, risks, and platform improvements.
• Serve as a senior-level technical subject matter expert for advanced AI-driven workflow automation and business process improvement.
• Design, develop, and implement solutions using Microsoft Copilot, Power Platform, and AWS AI infrastructure.
• Collaborate with internal clients to understand operational requirements and translate needs into scalable AI-enabled solutions.
• Develop integrations between Microsoft and AWS AI services, Power Platform solutions, and approved third-party applications.
• Develop and maintain governance standards, development practices, lifecycle processes, and adoption recommendations for AI automation.
• Provide advanced technical expertise for the design, implementation, and administration of information protection and governance capabilities within AI platforms.
• Develop and maintain data classification strategies, sensitivity labels, retention policies, and information lifecycle management solutions for AI-enabled environments.
• Design, configure, and enhance security controls across Microsoft Copilot, Foundry, Power Platform, and AWS AI workloads.
• Collaborate with Security, Privacy, Legal, Records Management, and business stakeholders to translate governance requirements into effective technical solutions.
• Monitor emerging compliance capabilities and recommend improvements to strengthen Agency data-protection strategies.
• Design, develop, and support solutions utilizing Microsoft Copilot, Foundry, Power Platform, and AWS AI infrastructure.
• Create workflow automation and business-process improvement solutions integrated with AI services.
• Develop and maintain governance practices, security controls, development standards, and lifecycle processes for AI platforms.
• Support the adoption and governance of emerging AI capabilities, including Copilot Studio, agents, connectors, and related technologies.
• Develop expertise in Microsoft and AWS AI solutions and evaluate opportunities to securely leverage AI capabilities to improve business productivity and efficiency.
• Participate in a 24x7x365 on-call rotation as required, including carrying a cellphone, responding within Agency-defined timeframes, and maintaining home internet connectivity when needed for the rotation.

Required Technical Skills

• Advanced administration and engineering capability across Microsoft Copilot, Foundry, Power Platform, and AWS AI enterprise environments.
• Advanced capability in AI solution development, workflow automation, and business process improvement.
• Advanced experience implementing information governance and protection capabilities within AI platforms.
• Strong command of authentication technologies, security practices, and AI platform administration.
• Advanced scripting and automation capability.
• Advanced ability to independently research, evaluate, design, and implement complex technical solutions.
• Advanced technical guidance, recommendation, and knowledge-sharing capability with other IT professionals.
• Effective communication skills, including the ability to translate complex technical concepts for business stakeholders and leadership.
• A bachelor's degree in computer science, Information Technology, or a related discipline with deep relevant experience, or an equivalent combination of education, technical certifications, and/or knowledge.

Preferred Qualifications

• Advanced Microsoft Copilot administration, Copilot Studio development, agent creation, AI governance, and security controls related to enterprise AI adoption.
• Advanced Power Platform architecture, including environment strategy, connectors, Dataverse, governance, and enterprise application lifecycle management.
• Working experience with Microsoft Foundry, AWS AI infrastructure, and integration between Microsoft and AWS AI services.
• Working experience with Graph API, Azure Functions, or other Microsoft cloud development technologies.
