Job Description:

The Senior Agile Project Manager will lead Agile software development teams through the full Software Development Lifecycle (SDLC), ensuring predictable and timely delivery of enterprise applications and technology initiatives. The role requires strong expertise in Agile/Scrum project management, Jira administration, application delivery, strategic roadmapping, public-sector budget management, and executive stakeholder communication.

The Project Manager will oversee multiple initiatives, manage project staff, identify and mitigate risks, improve delivery processes, and ensure projects remain aligned with strategic and legislative priorities.

Key Responsibilities:

  • Lead Agile software development teams throughout the complete SDLC.

  • Direct, develop, evaluate, and continuously improve Agile delivery processes.

  • Lead Scrum ceremonies and promote consistent Agile practices across teams.

  • Manage project scope, schedules, milestones, budgets, resources, risks, and dependencies.

  • Monitor application quality and identify continuous-improvement opportunities.

  • Build relationships with:

    • Executive Leadership

    • Product Owners

    • Development Teams

    • Business Stakeholders

    • External Partners

  • Lead problem management, issue resolution, and risk mitigation.

  • Improve cycle time and reduce delivery bottlenecks.

  • Develop application and technology roadmaps aligned with strategic objectives.

  • Coordinate initiation, planning, execution, and delivery of multiple application projects.

  • Manage complex application-development initiatives involving multiple business programs.

  • Ensure predictable, on-time delivery against project commitments.

Additional Responsibilities:

  • Create and maintain Jira Advanced Roadmaps.

  • Manage cross-team dependencies through Advanced Roadmaps.

  • Perform resource allocation and capacity planning.

  • Develop portfolio-level dashboards and reporting.

  • Build detailed program roadmaps aligning:

    • Business Objectives

    • Project Milestones

    • Dependencies

    • Delivery Timelines

  • Translate complex project requirements into actionable delivery plans.

  • Develop executive-level project status reports.

  • Facilitate stakeholder meetings and project reviews.

Required Skills:

  • Minimum 8 years of direct Project Management experience.

  • Minimum 8 years managing state-funded or public-sector budgets.

  • Minimum 8 years of experience with:

    • Scrum Methodology

    • Project Management Life Cycle

  • Minimum 6 years working directly with software application development teams.

  • Minimum 6 years of hands-on Jira experience.

  • Strong experience managing Agile software development projects.

  • Strong knowledge of the full SDLC.

  • Advanced experience with:

    • Jira Administration

    • Backlog Management

    • Sprint Planning

    • Workflow Configuration

    • Issue Tracking

    • Jira Reporting

  • Experience developing and maintaining Jira Advanced Roadmaps.

  • Experience with cross-team dependency management.

  • Experience with resource allocation and capacity planning.

  • Experience developing strategic program and application roadmaps.

  • Strong project risk and issue management experience.

  • Experience developing executive-level dashboards and status reports.

  • Strong stakeholder and team leadership skills.

  • Excellent written and verbal communication skills.

Education:

Certifications:
