  • Provides in-depth expertise and analysis on international or domestic tax issues, practices, and trends, and top-level advice related to short- and long-range program policies, strategies, and objectives for the Commissioner, Deputy Commissioner or Director, to promote and facilitate the implementation of Service-wide and LB&I priorities and policies and to ensure consistency of approach, technical correctness, and fair and equitable treatment of customers.
  • Advises the Commissioner, Deputy Commissioner, and Directors on issues or policies within practices such as Financial Services, International, Large Partnerships, High Income/High Wealth, Withholding, and Domestic including but not limited to research and development, clean energy, and other tax credits and the regulatory environments in which they operate. Based on extensive experience the incumbent serves as a technical authority for providing authoritative recommendations and has considerable experience addressing tax issues.
  • Provides expert international or domestic tax analysis and advice to the Commissioner, Deputy Commissioner or Director on legislative issues, litigation matters, international or domestic tax administration priorities and policies, new or revised program priorities, significant technical issues, and sensitive or critical policy.
  • Coordinates as appropriate with the Office of Associate Chief Counsel (International), the Office of Chief Counsel, the Treasury Office of International Tax Counsel, LB&I Operating Division Counsel, and others on published guidance, litigation, and other technical tax administration issues.

SPECIALIZED EXPERIENCE GS-15: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized experience includes:

  • Experience serving in a leadership capacity for major programs or organization-wide projects or initiatives; leading cross-functional projects; making decisions affecting organizational or divisional operations; supporting and representing executive leadership in advancing organizational priorities, program objectives, and policy initiatives; and providing recommendations to support program, policy, and operational objectives.
  • Experience researching, analyzing, and evaluating strategic management, public policy, or public administration issues; developing recommendations supported by the analysis performed; preparing policy options and action plans; presenting analyses and recommendations to executive leadership to support decision making; coordinating implementation of program or policy initiatives with internal and external stakeholders; communicating recommendations orally and in writing; and resolving technical, administrative, and tax law implementation issues.
  • Experience analyzing tax issues and providing technical advice and recommendations on matters involving Chapters 3, 4, and 61 of the Internal Revenue Code; International Individual Compliance; Virtual Currency; aggressive tax planning or tax avoidance schemes; treaty issues involving United States multinational businesses, foreign business entities, individuals, and trusts; international tax information exchange; and matters considered by the Organization for Economic Cooperation and Development (OECD) Working Party Number 10 on Exchange of Information and Tax Compliance; and providing recommendations to support executive decision making on tax administration, policy, and compliance matters.

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. The Department of the Treasury is organized into two major components - the Departmental Offices and the operating bureaus. Treasury Bureaus make up 98% of the Treasury work force and are responsible for carrying out specific operations assigned to the Department. The Department of the Treasury includes: 


 *Departmental Offices (DO) 
The Departmental Offices (DO)are primarily responsible for the formulation of policy and management of the Department as a whole, while the operating bureaus carry out the specific operations assigned to the Department. 
 

*Bureau of Engraving & Printing (BEP) 
The Bureau of Engraving & Printing (BEP) designs and manufactures U.S. currency, securities, and other official certificates and awards. 

*Internal Revenue Service (IRS) 
The Internal Revenue Service (IRS) is the largest of Treasury's bureaus. It is responsible for determining, assessing, and collecting internal revenue in the United States. 

Alcohol and Tobacco Tax and Trade Bureau (TTB) 
The Alcohol and Tobacco Tax and Trade Bureau (TTB) is responsible for enforcing and administering laws covering the production, use, and distribution of alcohol and tobacco products. TTB also collects excise taxes for firearms and ammunition. 
 
   
Bureau of the Fiscal Service 
The Bureau of the Fiscal Service was formed from the consolidation of the Financial Management Service and the Bureau of the Public Debt. Its mission is to promote the financial integrity and operational efficiency of the U.S. government through exceptional accounting, financing, collections, payments, and shared services. 
  
 
The Financial Crimes Enforcement Network (FinCEN)                                                                                                                                                      The Financial Crimes Enforcement Network (FinCEN) supports law enforcement investigative efforts and fosters interagency and global cooperation against domestic and international financial crimes. It also provides U.S. policy makers with strategic analyses of domestic and worldwide trends and patterns.

Inspector General  
The Inspector General conducts independent audits, investigations and reviews to help the Treasury Department accomplish its mission; improve its programs and operations; promote economy, efficiency and effectiveness; and prevent and detect fraud and abuse. 
 

Office of the Comptroller of the Currency (OCC) 
The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises national banks to ensure a safe, sound, and competitive banking system that supports the citizens, communities, and economy of the United States. 
 

Treasury Inspector General for Tax Administration (TIGTA)  
The Treasury Inspector General for Tax Administration (TIGTA) provides leadership and coordination and recommends policy for activities designed to promote economy, efficiency, and effectiveness in the administration of the internal revenue laws. TIGTA also recommends policies to prevent and detect fraud and abuse in the programs and operations of the IRS and related entities. 
 
  
U.S. Mint 
The U.S. Mint designs and manufactures domestic, bullion and foreign coins as well as commemorative medals and other numismatic items. The Mint also distributes U.S. coins to the Federal Reserve banks as well as maintains physical custody and protection of our nation's silver and gold assets.
