OIRA is the central authority for the review of Executive Branch regulations, approval of Government information collections, establishment of Government statistical practices, and coordination of Federal privacy policy. OIRA staff provide expert analysis and coordination in these areas to develop OMB-wide policies and positions.
Senior-Level (SL) positions are positions classified above GS-15 that do not meet the criteria for the Senior Executive Service (SES). The Senior Advisor reports directly to the Deputy Administrator for OIRA and serves as the technical cross-operational authority for the organization to ensure effective and quality programs, internal processes, and administrative controls. The Senior Advisor acts as a mentor in preparing staff for communicating OIRA and OMB equities, including in briefs to senior leadership on sometimes complicated and high-profile policy work and operational issues.

Qualifications
To meet the minimum requirements for a SL position, candidates must be a recognized expert with directly related experience. Typically, experience of this nature will have been gained at the GS-15 or equivalent level in the Federal service or its equivalent in the private sector. Candidates must demonstrate their experience meets the Technical Qualifications (TQs) for this position in their two-page resume. This experience must have been at a sufficiently high-level of difficulty to clearly show the candidate possesses the required subject matter expertise and Technical Qualifications set forth below.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume - NOT TO EXCEED 2 PAGES. Your resume should include examples of experience, education, and accomplishments applicable to the qualification(s). TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Knowledge, experience, and skill in the areas of public management and the organizational aspects of agency programs, including demonstrated experience translating broad organizational goals into specific cross-cutting agency initiatives and management practices.
TQ 2: Expert knowledge of Federal regulatory and information policy and practices, and demonstrated experience using this knowledge to effectively communicate complex regulatory, technical, and organizational management issues through oral and written communications, including the ability to interact with career and political senior officials, external partners, and other stakeholders that have differing and often conflicting interests.
Time-in-grade requirements do not apply to SL positions.
