Jefferson is seeking a Senior Acquisition Specialist to support the U.S. Department of State, Bureau of Diplomatic Technology, Office of Consular Systems and Technology (CST). This position performs the full range of acquisition services, including developing acquisition packages, supporting source selections, and providing post-award contract support for professional services and hardware/software acquisitions.
This position is remote. This position requires that applicants reside in the United States and have legal authorization to work in the U.S. Applicants must maintain U.S. residency for the duration of their employment.
The annual salary range for this position is $115,000.00-$130,000.00. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Responsibilities
- Lead end-to-end pre-award acquisition support for CST procurements and acquisitions, from inception through award, providing high-quality technical writing, project management, and analytical support.
- Develop acquisition documentation, including acquisition strategies and plans, market research analyses, determinations and findings, justifications for approval, Independent Government Cost Estimates, Quality Assurance Surveillance Plans, source selection plans, and requirements documents such as Statements of Work, Performance Work Statements, Statements of Objectives, and Statements of Requirements.
- Coordinate with government stakeholders and the Department of State Bureau of Global Acquisitions (GA) to collect technical data, develop acquisition milestones, and provide sound contracting recommendations.
- Provide source selection advisory support, including assisting the Technical Evaluation Team (TET), supporting responses to vendor questions, serving as a non-voting TET advisor, and assisting with preparation of the TET report.
- Deliver post-award contract administration support to help ensure timely contract actions, awards, deliverable and invoice reviews, performance reporting, and contract closeout.
- Maintain accurate and complete electronic contract files that mirror the Contracting Officer Representative (COR) file in accordance with the Federal Acquisition Regulation (FAR), ensuring required contract administration documentation is available.
- Facilitate and participate in Acquisition Integrated Project Teams and attend meetings with senior-level government managers and other Department stakeholders.
- Support the program office with acquisition-related documentation, milestone development, correspondence with GA, and contract administration reporting.
- Monitor internal and external processing lead times to support timely contract awards and avoid disruptions to services.
- Assist CORs with timely acceptance or rejection of contract deliverables and invoices, and with scheduling and facilitating monthly Contract Status Review (CSR) meetings, as required.
- Assist CORs with timely Contractor Performance Assessment Reports (CPARs) by providing contract administration information, including trends related to deliverable deadlines, invoicing, and responsiveness.
- Develop, administer, and maintain CST reports for pre-award acquisition and post-award contract support activities.
- Document and maintain CST procedures for requisitioning professional services, hardware and software, maintenance, and IT equipment.
- Assist CORs with timely contract closeout in accordance with FAR 4.804(a) and applicable Department and Bureau regulations and policies.
Required Qualifications
- At least ten (10) years of federal acquisition experience supporting information technology (IT) requirements.
- Demonstrated experience providing pre-award acquisition and post-award contract administration support.
- Experience developing acquisition packages and supporting source selections for professional services and hardware/software acquisitions.
- Strong technical writing, project management, analytical, stakeholder coordination, and meeting facilitation skills.
- Ability to obtain and maintain a Secret security clearance. An active Secret clearance is required for this position.
Preferred Qualifications
- Experience supporting U.S. Department of State acquisition programs or working with the Bureau of Global Acquisitions.
- Experience advising Technical Evaluation Teams and preparing source selection documentation and evaluation reports.
- Knowledge of federal contract file maintenance, CPARS, acquisition reporting, and contract closeout requirements.
