Job Summary/Basic Function:
The Security Operations Manager supervises the Security Unit within the Department of Public Safety. The primary purpose of this position is to manage the security officer program for the Boise State campus, including emergency and non-emergency situations. The Security Operations Manager will also support Public Safety administration including budget, personnel, public safety systems, general office management, community relations, education, and development of policy and procedures.
Campus Security Authority: This position is identified as a "Campus Security Authority (CSA)" per the federal law known as the Clery Act. Per this law, the employee is required to report any crimes that they become aware of to the Clery Compliance Officer. Additionally, CSAs are required to complete annual training prescribed by the Clery Compliance Officer.

Level Scope:
Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Manages experienced professionals who exercise latitude and independence in assignments. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and campus-wide goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls with a focus on policy and strategy implementation. Manages systems and procedures to protect departmental assets and requires practical knowledge in leading and managing the execution of processes, projects and tactics within one area.
Essential Functions:
Lead and manage the Security Unit, including hiring, coaching, scheduling, performance evaluations, and professional development for Public Safety Officers and Supervisors.
Design and oversee comprehensive training programs (new hire, in-service, annual), ensuring regulatory compliance and adherence to university, state, and federal policies.
Develop, implement, and continuously improve Security Unit policies, ensuring alignment with University and Public Safety standards.
Oversee unit budget, procurement, and inventory control for uniforms, equipment, and vehicles, ensuring fiscal compliance.
Manage daily incident reporting, the campus exclusion program, and event security coordination, including support for major events like home football games.
Build strong relationships with campus, community, and external partners; represent the Department in professional organizations and cross-functional committees.
Lead or contribute to Building Security Assessments, providing actionable recommendations to enhance campus facility safety.
Step in for the Associate Director as needed and contribute to organizational problem-solving and departmental efficiency initiatives.
May perform other duties as needed.
Knowledge, Skills, Abilities:
Experience managing a budget.
Conflict and problem-solving skills and the ability to interact effectively with diverse populations.
Detail-oriented and highly organized with strong analytical skills.
Initiative and ability to work independently.
Proficient in database programs and Google online products.
Currently certified in First Aid/CPR/AED or the ability to become certified.
Good knowledge of the National Incident Management System and Incident Command System principles and concepts.
Ability to exercise discretion when dealing with confidential matters and information.
Minimum Qualifications:
Bachelor's Degree or equivalent, plus 5 years of experience, including 1 year of management experience.
A valid Driver''s License.
Preferred Qualifications:
5 years of experience managing a security program at an institution of higher education.
5 years of experience planning, coordinating, and participating in workshops, training, and outreach programs, including developing a field training program for officers.
5 years of experience developing and leading a security program.
Excellent verbal and written communication skills, including the ability to collaborate with faculty, staff, students, and personnel from other agencies.
Ability to respond to campus within 30 minutes for unplanned events and emergency response.
Strong leadership and management skills.
Experience with or knowledge of Crime Prevention Through Environmental Design (CPTED) principles.
Salary and Benefits:
