SECTION 8 MANAGER Section 8 Contract Administration The West Virginia Housing Development Fund (the “Fund”), a quasi-governmental organization providing safe, decent affordable housing across West Virginia, is seeking qualified candidates for the position of a Section 8 - Manager in our Charleston Office. We are dedicated to increasing the supply of residential housing for individuals and families of low- and moderate-income. We also provide construction and permanent mortgage financing to public and private sponsors of such housing. To date, the Fund has issued more than $4.5 billion in bonds and has financed more than 165,000 housing units since it began operation in 1969. The Funds mission is to ensure that all West Virginians has access to safe, affordable housing, which in turn helps to create stronger communities and a more prosperous West Virginia. CLASSIFICATION: Exempt SALARY GRADE: 7 REPORTS TO: Senior Manager-Multifamily Compliance Job Summary: This employee is responsible for performing the following functions in the administration of the Section 8 program: reviewing Housing Assistant Payment (HAP) vouchers, contract renewals, annual rent increases, annual utility allowance adjustments, and vacancy and unpaid rent and damage claims for content, completeness, accuracy, and timeliness. They must establish and maintain open communication with property owners, project managers, and management agents. In addition, they are accountable for ensuring compliance with all applicable HUD regulations and guidebooks. This employee will have access to sensitive and confidential data; therefore, confidentiality must be maintained at all times. Essential Functions: •Manages the daily functions of the Section 8 department; •Tracks Section 8 HAP vouchers to ensure processing and submissions are completed timely by staff; •Reviews Section 8 HAP vouchers for accurate HUD submission; •Ensures properties are TRACS compliant; •Notifies properties if their monthly voucher is delinquent; •Reviews Section 8 special claims requests for completeness, accuracy, and adherence to HUD guidelines, ensuring timely submission and processing; •Ensures renewal tracking report remains current; •Ensures contract expirations and/or annual rent and utility adjustments required by HUD regulations are complete, accurate, submitted timely, and in compliance with HUD guidelines; •Ensures interim renewals are prepared and processed per HUD’s request; •Ensures properties are notified when rent schedules have not been executed timely; •Notifies properties when executed rent schedules have not been requested on a HAP voucher timely; •Responds to tenant inquiries and complaints, as needed; •Prepares the monthly PBCA invoice and submits timely; •Prepares monthly financial reports as requested by the Federal Compliance Officer; •Establishes and maintains excellent working relationships with owners, project managers, and management agents; •Prepares and monitors the Section 8 department’s annual budget; •Provides technical assistance to property managers, owners, and agents; and •Provides training support for tenant certifications, HAP vouchers, special claims, renewals, and HUD regulations, as needed. Supervisory Responsibility: Provides all necessary and appropriate oversight of the Fund’s Section 8 department’s staff in the performance and documentation of employee work assignments, time sheets, and expense reports. Responsible for reviewing departmental staffing requirements, recommending candidates for hiring and disciplining employees as required. Annually sets objectives and goals for department. Work Environment/Physical Demands: The employee in this position may be required to sit at a desk for long periods of time. Routinely uses standard office equipment such as computers, phones, etc. Required Education/Experience: Associate degree in Accounting, Business or Finance with a minimum of three years accounting or related experience in contract administration/subsidized housing programs. Intermediate knowledge of Microsoft Office products. Preferred Education/Experience: Bachelor degree in Accounting, Business, or Finance. Section 8 Administration experience and/or knowledge of TRACS software is beneficial. Required Certificates/Licenses: Certified Occupancy Specialist preferred or ability to obtain.
