Job Summary:

Under general supervision, to prioritize and coordinate the response of public safety agencies providing law enforcement, fire, and medical services using complex computer systems; to provide support and information to public safety responders, and to document the activities of public safety responders.

Scope of Responsibility:

Incumbents have a high degree of understanding of department and functional operations and are able to work with considerable initiative. Working under management guidance, incumbents perform work requiring administration of department rules and may establish precedents within delegated areas of responsibility. Work product has noticeable impact on departmental operations. Incumbents must have the ability to exercise discretion regarding confidential matters. Incumbents provide supervision and training to support staff.

Essential Duties and Responsibilities

Communication Center Operations

  • Act as lead Emergency Services Dispatcher for the department providing other dispatchers with limited direction and training.
  • Positions at this level are trained and qualified to operate all three of the dispatch radios (Police, Fire, and Sheriff) within the Communications Center.
  • Receive emergency service calls from the public requesting law enforcement, fire, ambulance or other emergency services; determine nature and location of emergency; determine priority; dispatch emergency units as necessary and in accordance with established procedures operating a computer aided dispatch system.
  • Maintain contact with all units on assignment; maintain status and location of law enforcement and fire field units; provide information and assistance to Police and Fire units at on-scene locations when requested.
  • Use telecommunications systems to coordinate emergency calls and relay information and assistance requests involving other law enforcement agencies.
  • Maintain locations and status information on all mobile units.
  • Maintain a variety of automated and manual logs, records and files related to dispatching activities; enter, update, and retrieve information from teletype networks.
  • Perform a variety of record keeping, filing, indexing and other general clerical work; maintain a variety of logs pertaining to emergency services activities; operate teletypes, tape recorders, weather alert telephones, and related equipment.
  • Monitor Fire, Police, and private alarm systems.
  • Monitor television security cameras in buildings.
  • Maintain various records including vehicle impoundment records pertinent to dispatch duties.
  • Assist in training new dispatchers and telephone operators.
  • Process reports received.
  • Provide general assistance to the public via telephone.

911 Operations

  • Answer multiple in-coming emergency and non-emergency telephone calls utilizing computerized telephone equipment, question callers and gather information pertinent to the specific problem or emergency.
  • Compose official dispatch reports using a computer aided dispatch system to generate a law enforcement, fire and/or medical response.
  • Provide life safety information or Emergency Medical Dispatch pre-arrival instructions such as CPR, Heimlich, and rescue breathing to callers.
  • Provide routine information to callers in non-emergency situations.
  • Transfer callers not requiring public safety response to appropriate government agency.

Perform other duties as assigned.

Qualifications and Skills

Required Qualifications and Skills:

  • Specialized training beyond high school
  • Three (3) or more years of combined education and experience in the areas of personnel management and emergency response dispatch
  • Experience with city government and knowledge of department and function operations is required
  • Strong interpersonal skills
  • Must be able to pass a pre-employment drug test

Physical Demands and Working Conditions

Work is indoors in a normal office environment. Moderate physical effort involving lifting between 5 and 25 pounds is required. Work requires high attention to detail or deadlines between 45% and 70% of the time. A typical workday involves exposure to one disagreeable element present in moderate intensity, none of which are greater than moderate intensity between 45% and 70% of the time.
