Job Title: Safety OfficerJob Description

This full-time Safety Officer role supports a major construction project at a naval hospital facility through mid-2028. The Safety Officer works on site every day to promote a safe work environment, ensure compliance with safety regulations, and support the project's overall safety program. You collaborate closely with the project's full-time safety manager to provide daily incident reporting, oversee proper use of personal protective equipment, and help maintain a strong safety culture on a complex, high-profile construction site.

Responsibilities

  • Monitor daily construction activities on site to ensure compliance with all applicable safety regulations, standards, and company policies.
  • Conduct regular site safety inspections and hazard analyses to identify risks and implement corrective actions promptly.
  • Verify that all workers and visitors use appropriate personal protective equipment (PPE) and follow established safety precautions.
  • Support and reinforce PPE compliance, including proper selection, use, and maintenance of safety equipment.
  • Provide daily incident and near-miss reporting to the full-time safety manager and project leadership, maintaining accurate safety records.
  • Collaborate closely with the roaming safety manager to coordinate safety initiatives and address emerging safety concerns on the project.
  • Deliver or support toolbox talks and other safety training sessions to reinforce safe work practices and promote ongoing safety awareness.
  • Monitor site activities for adherence to OSHA regulations, EM 385 requirements, and project-specific safety procedures.
  • Oversee and support fall protection measures, including safe use of harnesses, lifelines, and other fall prevention systems.
  • Ensure scaffold safety by supporting scaffold inspections and verifying that scaffolding is erected, used, and dismantled in a safe manner.
  • Assist with confined space safety, including verifying proper entry procedures, atmospheric testing, and rescue planning.
  • Promote safe operation of forklifts, scissor lifts, and other powered industrial equipment, ensuring operators follow required training and procedures.
  • Support respirator safety programs, including correct use, fit, and maintenance where required by tasks and site conditions.
  • Monitor overall safety performance on the project and provide coaching and guidance to workers and supervisors to improve safety behaviors.
  • Participate in incident investigations as needed, helping identify root causes and recommending preventive measures.
  • Work collaboratively with other project team members on site to ensure safety considerations are integrated into daily planning and execution.

Essential Skills

  • OSHA training completed within the last 2 years.
  • At least 2 years of construction experience with a strong interest in safety.
  • OSHA 30 certification (or ability to obtain within the first 30 days).
  • EM 385 training or certification (or ability to obtain within the first 30 days).
  • CPR, AED, and First Aid certification (or ability to obtain within the first 30 days).
  • Fall Protection training (or ability to obtain within the first 30 days).
  • Scaffold Safety training (or ability to obtain within the first 30 days).
  • Scaffold Competent Person Inspection training (or ability to obtain within the first 30 days).
  • Confined Space Training (or ability to obtain within the first 30 days).
  • Forklift Safety and Training (or ability to obtain within the first 30 days).
  • Scissor Lift Safety and Training (or ability to obtain within the first 30 days).
  • Respirator safety training (or ability to obtain within the first 30 days).
  • Strong knowledge of OSHA regulations and construction safety practices.
  • Ability to conduct site safety monitoring and hazard analysis.
  • Experience with PPE compliance and enforcement.
  • Ability to deliver or support toolbox talks and safety training sessions.
  • Solid understanding of safety procedures and safety management principles.

  • Demonstrated interest in building a long-term career in health and safety.
  • Experience in site safety coordination on active construction projects.
  • Familiarity with hazard analysis methods and risk assessment tools.
  • Ability to work independently on site while collaborating effectively with a roaming safety manager.
  • Strong communication skills for interacting with workers, supervisors, and project leadership.
  • Attention to detail and a proactive approach to identifying and resolving safety issues.
  • Ability to maintain accurate safety documentation and incident reports.

Work Environment

This role is based full time on an active construction site at a naval hospital facility and operates out of a project trailer. You work closely with a roaming safety manager while being able to perform your duties independently on site. The environment includes typical construction conditions such as noise, moving equipment, and ongoing building activities, requiring consistent awareness of surroundings and adherence to safety procedures. You will have other team members from the contractor on site for support as needed, and you will participate in regular safety meetings and toolbox talks as part of the project's safety culture.

This is a Contract position based out of Rockville, MD.

Pay and Benefits

The pay range for this position is $28.00 - $29.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
