Purpose
The purpose of this classification, under general supervision, is to provide professional and technical support in advising and serving as a resource to management and employees in the development, implementation, and administration of the City's risk management and workplace safety programs.
Drug Screening
NOTE: This position (CDL required; Leisure Services; and/or safety sensitive) requires a drug screen. If applicant did not receive drug screening upon initial hire with the City; applicant will be required to submit to drug screening prior to accepting this position.
Education, Training, and Experience
Bachelor's degree in Industrial Engineering, Safety Engineering, Occupational Safety and Health, Insurance/Risk Management, or related field or equivalent including training, professional standing/certifications; supplemented by at least five years' experience in occupational safety; or related field.
SPECIAL REQUIREMENTS:
Possession of and ability to main a valid Florida Driver's License.
ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Assists the Risk Manager to develop, monitor, and implement safety training and accident prevention programs City-wide to reduce or eliminate occupational accidents, injuries, illnesses, deaths and/or financial losses.
Meets with appropriate City personnel to determine training needs and to ensure successful program outcomes; coordinates safety activities with program managers to ensure successful training in implementation of the City's safety program.
Schedules and conducts inspections of various City work sites and facilities, and vehicles to identify potential or existing unsafe conditions or unsafe work practices, and to ensure work is performed adhering to established safety procedures.
Meets with and make recommendations to program managers and supervisors to reduce accidents and injuries.
Reviews accident investigations, workers compensation reports and liability accidents with Risk Management personnel; reviews data and recommends corrective action including instructing employees in proper safety practices, correct operation of equipment, and/or implement procedures to prevent recurrence.
Receives, reviews, and analyzes data relating to occupational accidents, illnesses, and injuries.
Assists Risk Manager in preparing recommendations on findings for executive management evaluation and decision making.
Assists the Risk Manager in monitoring and updating the City's loss control policies and procedures; keeps abreast of current development in safety and accident prevention programs; researches and analyzes trends in safety.
Ensures materials concerning safety, PPE, and trainings are available to all City employees.
Performs other duties as may be assigned.
Attends meetings and prepares reports as required by the Risk Manager.

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness, and creativity required in situations involving the evaluation of information against sensory judgmental or subjective criteria as opposed to that which is clearly measurable or verifiable.
ADA COMPLIANCE
Physical Ability: Tasks involve the ability to exert very moderate physical effort in light work typically involving some combination of stooping, kneeling, crouching, and crawling and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds) and occasional exertion of up to 50 pounds.
Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Factors: Tasks are performed with some exposure to adverse environmental conditions such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature,and noise extremes, machinery vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:
Knowledge of Job: Has considerable knowledge of the methods, policies, and procedures of the City of Daytona Beach as such pertain to the performance of the essential duties of a Safety Officer. Has thorough knowledge of principles and practices of establishing and maintaining effective industrial safety programs compliant with statutes rules and regulations. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has thorough knowledge of the organization of the department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel as well as any external entities with which position interacts.
Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high-quality communication and interaction with internal and external entities with which the position interacts.
