MTA Bridges and Tunnels operates the largest bridge and tunnel network in New York City, managing nine crossings that include seven bridges and two tunnels. Telework:

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

The Safety & Health Administrator is the field representative who identifies, analyzes and resolves operations and maintenance safety issues and ensures the compliance with Safety and Health Programs for the Agency. As the field operations and maintenance safety professional and staff advisor, this position establishes and oversees a well-planned, conscientiously applied program for identifying hazardous conditions, ensures regulatory compliance, and controlling personnel acts which might otherwise result in accidents. The Safety & Health Administrator mentors the operations and maintenance staff in order to integrate advanced safety components into their day-to-day operations. In addition, through a sustained effort and established Safety & Health Programs, the administrator ensures that both operations and maintenance personnel recognize that accident prevention and maintenance of safe work sites is of the highest importance.

Responsibilities:

  • Administers site specific respiratory, control of hazardous energy and confined space programs for bridges & tunnels and central maintenance.
  • Conducts field and facility audits and inspections, reviews facility works plans and improvements for safety compliance.
  • Conducts general inspections at all operations, maintenance and construction sites at the bridges and tunnels and reports findings and corrective actions.
  • Acts as the facilitator for B&T Safety committee meetings and construction safety meetings.
  • Assists in Authority's Safety & Health, Lead and Asbestos programs.
  • Investigates accidents, near misses and initiates investigation team initiatives in accordance with Agency Policy.
  • Performs other duties as assigned
  • Complies with all policies and standards
  • May be required to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor, when possible, as applicable
  • Escalates issues to other parties when needed, as applicable

Qualifications:

  • Bachelor's Degree in Arts/Sciences (BA/BS) in Environmental Science, Environmental & Occupational Health Science, Industrial Hygiene, Environmental Engineering or an equivalent combination of education and experience may be considered in lieu of a degree
  • Minimum 5 years of experience in field operations in heavy civil operations or construction safety
  • Proficiency in Microsoft Office Suite of applications, particularly Excel.
  • Ability to be on call 24/7 and report to any of MTA Bridges & Tunnels seven bridges and two tunnel locations/facilities as needed
  • Ability to work rotating and non-traditional tours (evenings, overnight, weekends, holidays, etc.
  • Comprehensive knowledge of applicable regulations and standards including but not limited to OSHA, NYS Environmental Conservation Law, 40 CFR(U.S. Environmental Protection Agency)
  • Practical field operations experience in the areas of occupational exposure to lead and asbestos.
  • The Safety & Health Administrator must be either a degreed safety professional or certified as a health or safety professional by nationally recognized accrediting agencies such as the American Board of Industrial Hygiene (ABIH), Board of Certified Safety Professionals (BCSP), Institute of Safety and Health Management (ISHM) or a Professional specializing in safety. Alternate professional experience as a safety professional may be acceptable.
  • Unrestricted driver's license in New York State.

Preferred:

  • A certified outreach safety trainer certification

Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
