Job Description

The RPR / Construction Inspector provides on-site representation during the construction of municipal water and wastewater infrastructure projects. You will observe field activities, monitor progress and quality, and maintain accurate documentation from project start through completion. This role focuses on ensuring that contractors build in accordance with plans, specifications, and contract documents while supporting safe, efficient, and compliant project delivery across a variety of wet utility and treatment plant projects.

Responsibilities

• Remain on the jobsite daily throughout active construction to provide continuous on-site representation.
• Conduct detailed on-site observations to verify that contractor work complies with approved plans, specifications, and contract documents.
• Monitor construction progress and quality, promptly identifying and documenting any deviations or issues.
• Maintain thorough daily reports, logs, markups, photographs, and other project documentation using a laptop and construction reporting software.
• Review and track construction progress schedules, shop drawings, samples, and contractor submittals to confirm alignment with project requirements.
• Attend and actively participate in preconstruction, progress, and coordination meetings with contractors and engineers.
• Support jobsite safety programs by following required safety protocols and encouraging safe work practices.
• Review contractor pay applications, verify installed quantities, and document field measurements to support accurate payment.
• Coordinate closely with the assigned engineer, clearly communicating field issues and recommending practical solutions when appropriate.
• Observe and document construction activities for water treatment plants, wastewater treatment plants, water distribution systems, wastewater collection systems, pump stations, lift stations, lead service line replacement projects, and underground utilities.
• Oversee and document testing for water and sewer pipe installations, such as pressure testing, hydrostatic testing, air testing, leak testing, chlorination and de‑chlorination, vacuum testing, and mandrel testing as applicable.
• Travel to project sites throughout Western and South Central Kentucky as required, including overnight stays when needed to support project schedules.
• Use computer software, including Excel, Word, Outlook, and construction reporting tools, to prepare and submit timely reports and documentation.
• Perform other related duties as assigned to support successful project delivery and client satisfaction.

Essential Skills

• Professional experience in the construction and/or construction inspection of wet utility systems, including water lines, sanitary sewer lines, storm sewer, and water or wastewater treatment plants.
• Strong understanding of underground construction for water lines, sewer lines, and sanitary sewer lines.
• Experience in construction inspection for water and wastewater utilities, or related civil construction inspection.
• Ability to read and interpret civil construction plans and specifications accurately.
• Proficiency with computer applications such as Microsoft Excel, Word, Outlook, and construction reporting software.
• Ability to complete detailed daily and weekly reporting using a laptop in the field.
• Willingness and ability to travel to project sites across Western and South Central Kentucky and stay overnight as needed.
• Experience with construction inspection in areas such as water treatment plants, wastewater treatment plants, underground utilities, water lines, sewer lines, pump stations, and lift stations.
• Capability to oversee and document testing for water and sewer pipe installations, including pressure, hydrostatic, air, leak, chlorination and de‑chlorination, vacuum, and mandrel testing.
• Strong communication skills to coordinate with engineers, contractors, and project stakeholders.
• Comfort working standard construction hours with regular overtime, including 50+ hour weeks during peak periods.

Additional Skills & Qualifications

• Wet utility construction inspection experience with a civil consulting firm.
• KYTC inspection experience in stormwater or storm sewer projects.
• Expereince as an RPR or Construction Inspector with water and wastewater utilities inspection experience.
• Experience as a roadway or bridge inspector seeking to transition into water and wastewater work.
• Experience as a Construction Foreman, Lead, or Manager with 5+ years in wet utilities or treatment plant construction.
• Familiarity with civil construction tools and platforms such as Procore or similar construction management software.
• Experience with concrete construction within civil or utility projects.
• Exposure to pump station and lift station construction and inspection.
• Ability to manage a project with a high degree of ownership and autonomy, acting as the on-site representative for the engineering team.
• Motivation to contribute to critical water and wastewater infrastructure that supports local communities.

Work Environment

This role is field-focused and involves working on active construction sites for municipal water and wastewater infrastructure, including water and wastewater treatment plants, water distribution and wastewater collection systems, pump stations, lift stations, lead service line replacement projects, and underground utilities. The position is based out of an office in the Bowling Green, Kentucky area, but you may rarely need to report to the office, as most time is spent at project sites throughout Western Kentucky (including areas such as Clinton, Columbus, and Mayfield) and South Central Kentucky (including areas such as Gamaliel and Albany). Overnight travel is common depending on project location. Mileage to and from project sites, as well as on-site mileage, is reimbursed, and lodging in hotels or apartments is provided when overnight stays are required. A per diem is available for meals when traveling, with different amounts for day travel and overnight stays. Standard construction hours typically run from 7:00 AM to 4:00 PM, although start and end times may shift based on season and contractor schedules. Overtime is expected, and you should be comfortable working more than 50 hours per week during peak periods. The work environment emphasizes stability and long-term projects in the water and wastewater sector, with inspectors typically managing one project at a time and working closely with engineering staff from design through construction. The team includes a statewide group of RPRs supported by construction management leadership, offering collaboration, guidance, and annual performance evaluations. The role offers high autonomy, meaningful impact on local infrastructure, and a structured support system for travel, reporting, and project coordination.

This is a Contract to Hire position based out of Bowling Green, KY.

Pay and Benefits

The pay range for this position is $30.00 - $40.00/hr.
