FLSA Status: Non-exempt Compensation Level: Level C JOB SUMMARY: Plans, coordinates, implements and maintains safe, efficient, and cost-effective bus routes in the transportation routing system for routes as assigned. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

    1. Develops, manages, and implements computerized bus route information for the purpose of maintaining safe, efficient and effective transportation service. Supports department operations in compliance with legal, regulatory, and risk management requirements.
    2. Continuously develops and maintains bus routes, runs and stops. Gathers and analyzes information regarding boundary constraints, adjustments, scheduling restrictions, and parent requests to develop routes. Models the effects of route planning decisions on the computer and determines optimal bus runs and routes; may adjustment routes based on driver feedback.
    3. Serves as primary contact for special education routing and other routing as assigned. Answers questions from parents, the public and district staff. Communicates routing, eligibility and boundary information to parents. Works with law enforcement, local authorities, and OSPI as necessary.
    4. Produces accurate and complete route and stop directions, maps, and other information using routing software to bus drivers. Reviews driver activity and monitors drivers' route books for accuracy and adherence to transportation department guidelines.
    5. Reviews requests for changes to bus stops or other routing changes. Modifies stops, runs, and routes based on regulatory and district requirements.
    6. Provides instruction and guidance to bus drivers when stops, runs, or routes change.
    7. Analyzes walkway, crosswalk, traffic and other conditions to determine bus stop locations and safe walking routes.
    8. Ensures accuracy of the district's Geographic Information System (GIS). Enters street changes, development, and other pertinent information. Assists in the review of development applications, roadway and walkway improvements, and grant applications.
    9. Assists in analyzing boundaries, schedules, student ridership and eligibility, costs and related information to inform decision-making processes and meet department objectives.
    10. Assists in the preparation and upload of student transportation information to the state system. May assist the Routing Technician II with preparation of the annual State of Washington report for electronic submission to OSPI.
    11. Provides back-up assistance with special needs, McKinney-Vento, and preschool routing; answers the phone; communicates with drivers via two-way radio regarding routes, emergencies, and student problems; assists drivers during adverse weather conditions as necessary. REQUIRED QUALIFICATIONS Education and Experience: High School Diploma, G.E.D., or equivalent. One or more (1+) years of work experience in routing, mapping, GIS, logistical or related fields. Knowledge, Skills, and Abilities: Knowledge of: Computer software used in transportation routing and reporting. District, local, state, and federal school bus stop and routing requirements. Operating procedures and laws for student transportation. District-adopted software including Microsoft Office and Gmail. Skill in: Utilizing word processing, spreadsheet, database, cloud, routing, GIS, and cloud-based software. Leading and mentoring others. Developing routes and logistical plans that are successful in practice. Accurate math computation. Ability to: Communicate both verbally and in writing with employees, parents, and community customers using tact, courtesy, and good judgment. Establish and maintain effective working relationships with individuals from a variety of diverse backgrounds; ability to understand and successfully interact with a wide range of viewpoints and positions. Quickly learn new software applications through self-teaching. Work effectively with maps and mapping software. Effectively process, analyze, summarize, and make recommendations based on a large volume of data in the geographic, student, school, city, and other relevant domains. Understand, apply, revise, and formulate policy and procedure; ability to advocate for changes to policy and procedure. Maintain a high degree of confidentiality. Organize, set priorities, and meet deadlines; ability to achieve thoroughness and accuracy when accomplishing a task. Work effectively under pressure. PREFERRED QUALIFICATIONS Pupil Transportation Management Training Program (CWU). Class B commercial drivers license with endorsements. Experience and/or training with cultural, ethnic, and language diversity. WORKING CONDITIONS Fast-paced office environment with frequent interruptions; required to respond to upset, angry, or distraught parents, public, and staff members. Must be able to work at a computer monitor for prolonged periods. May exposed to gas, fumes, oil or grease. Occasionally works out of doors. PHYSICAL DEMANDS Requires ability to perform physical inspection of bus stop locations and measure walking distances to determine potential hazards to students.
