Description
Plans, coordinates, manages, and directs the operations and activities of the City's Risk Management Division; consults with City management personnel and employees regarding a variety of risk management matters; administers the City's Health Plan, the City's Wellness Plan and Health Clinic, employee benefits, risk management, safety, and/or other programs; oversees and facilitates employee training and development activities; conducts surveys/studies and provides related recommendations; and supervises assigned personnel.
Examples of Duties
- Oversees and coordinates long term Risk Management Division operations including the City's health plan, the City's Health Clinic and wellness plan, benefits administration, worker's compensation, property/liability, insurance acquisition, training and development, safety, and risk management.
- Leads and/or participates in the development, implementation, administration, and review of the City's Risk Management plans, policies, and procedures; establishes and implements division goals, objectives, priorities, and standards.
- Develops, administers, and monitors assigned division budgets; directs the forecasting of funds required for staffing, equipment, supplies, and training
- Performs City-wide budget forecasting in relation to health and wellness costs, worker's compensation costs, and property and liability costs.
- Hires, supervises, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with departmental policies, procedures, and regulatory requirements.
- Provides for the training and development of division staff; communicates and ensures employees are apprised of current developments in case law related to Risk Management or the City's health plan.
- Advises and consults with City management personnel and employees regarding risk management and benefits administration.
- Interprets, applies, and ensures the City's compliance with all employment laws and regulations pertaining to the City's health plan, risk management, and workplace safety.
- Prepares and presents staff reports, studies, solutions, and/or courses of action to the Director of Administration.
- Researches, prepares, and recommends revisions and amendments to City ordinances and resolutions relating to risk management matters.
- Develops and administers the City's employee benefits and compensation programs including but not limited to health, dental, vision and life insurance.
- Oversees surveys and studies related to the health and wellness plans and other benefits; analyzes statistical data and provides related recommendations to the Director of Administration and the City Manager's Office.
- Plans, directs, and oversees the implementation of the City's risk management and safety program; provides for the administration of all self-funded areas including liability, workers' compensation, and group health and dental.
- Develops, oversees, and/or facilitates employee, supervisor, and management training activities.
- Prepares and maintains a variety of departmental records, reports, and documentation.
- Prepares for and responds to various City emergency situations and serves in the Emergency Operations Center (EOC) in a variety of assignments; ensures appropriate staff is trained and responds in accordance with the City's Emergency Management Plan.
- Performs other related duties as assigned or required.
Minimum Requirements
Education and Experience:
Bachelor's Degree in Business Administration or related field, and five years' experience managing risk management operations; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
- Must possess a valid Texas Driver's License.
- National Incident Management System (NIMS) Certification is required within one year of employment.
Physical Demands/Work Environment
- Work is performed in a standard office environment.
- Subject to sitting for extended periods of time, standing, walking, bending, reaching, and lifting of objects up to 10 pounds.
