Job Summary

The Rights and Restrictions Specialist will play a critical role in supporting transmission line projects by examining, analyzing, and documenting real property rights, title records, and easement agreements. This role requires meticulous attention to detail to review complex legal instruments and extract key terms, conditions, rights, and restrictions into a clear, standardized tabular format. Working closely with GIS and management teams, the successful candidate will leverage geographic information systems (GIS), mapping tools, and legal research skills to provide complete land-rights clarity across the project corridor.

Key Responsibilities

  • Easement & Legal Document Review: Perform thorough legal reviews of recorded easements, deeds, land contracts, rights-of-way (ROW), permits, and property agreements governing transmission line corridors.
  • Data Extraction & Tabular Summarization: Synthesize complex legal clauses, rights, conditions, and landowner restrictions into a standardized, searchable tabular database/spreadsheet format for project engineering and operations teams.
  • Property Rights Research: Conduct limited property research using public land records, county recorder indices, title commitments, and historical deeds to determine property ownership, rights-of-way boundaries, and encumbrances.
  • GIS & Mapping Integration: Utilize Geographic Information System (GIS) software and mapping applications to cross-reference legal land descriptions, tax parcels, survey plats, and spatial layers with easement documents.
  • Quality Control & Compliance: Provide data integrity and precision in all land-rights documentation, supporting risk mitigation and regulatory compliance for transmission infrastructure development.

Required Experience

  • Minimum of four (4) years of direct experience in title research, property rights research, right-of-way (ROW) examination, or legal document analysis.

Nice-to-Have Experience

  • Experience specifically working on utility, electric transmission line, pipeline, or major linear infrastructure projects.
  • Familiarity with land records and county recorder systems in Ohio, Pennsylvania, Maryland, West Virginia, and New Jersey.

Required Skills

  • Legal Interpretation: Proven ability to read, interpret, and analyze complex legal descriptions, land titles, deeds, encumbrances, and easement documents.
  • GIS Proficiency: Practical experience using GIS applications (e.g., ArcGIS, QGIS) and mapping software to interpret spatial data, survey plats, and parcel maps.
  • Software Skills: Advanced proficiency in Microsoft Excel and relational databases for managing structured tabular data.
  • Analytical Thinking: Strong capacity to break down complex legal documents into key actionable data points.
  • Attention to Detail: High degree of accuracy when entering, cross-referencing, and summarizing legal and spatial records.
  • Communication: Excellent written and verbal communication skills to present property rights data clearly to non-legal stakeholders.
  • Self-Motivation: Ability to work independently in a structured office environment while managing high-volume document workflows.

Preferred Skills

  • SR/WA (Senior Member Right of Way Association) designation or paralegal certification.

Education Requirements

  • Bachelor's degree minimum with 4 years of relevant experience, OR Associate's degree minimum with 6 years of relevant experience, OR High School degree minimum with 8 years of relevant experience.
  • Preferred: Bachelor's degree from an accredited college or university in Real Estate, Urban Planning, Paralegal Studies, Business Administration, Geography/GIS, or a related field.

Work Environment / Physical Requirements

  • Standard office work setting requiring extended periods of computer use and document analysis.

Important Notes

  • This is an onsite position no remote, no hybrid. Candidates must be prepared to work on-site in either Akron, OH or Morristown, NJ.
  • This role supports a project with an extended background check process on the client side, which takes approximately 6 8 weeks in addition to the standard background check. Candidates should be made aware of this timeline prior to submission.
